:  

We are seeking a highly skilled Data Analyst to join our team at the JWC. The ideal candidate will work closely with Division Heads, Branch Heads, and other key stakeholders to ascertain data requirements, devise analytical solutions, digital workflows, and disseminate findings. This role supports the development and execution of the digital transformation Line of Development in the JWC’s Transformation Programme. A university degree in data analytics, data science, information technology, economics, or a related discipline, along with 2 years of function-related experience, is required. Strong written and verbal communication skills, proficiency in data visualization and statistical analysis, and the ability to collaborate with cross-functional teams are essential for success in this role.

This vacancy notice is for a NATO-2030 agenda project-linked NATO International Civilian (PLN) post. 

This post is limited to a three-year definite duration project. It will be filled as soon as possible.

In view of the urgency of this project, qualified candidates who hold or have recently held a valid NATO or National security clearance will be given priority consideration.

Summary

The JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness.

The Exercises, Training, and Innovation (ET&I) Directorate is the JWC’s delivery organization for the design and execution of joint, operational-level focused collective training for NATO Command Structure (NCS) and NATO Force Structure (NFS) HQs in order to prepare them for real-world operations.

The Data Analyst Functional Lead will work closely with Division Heads, Branch Heads, and other key stakeholders to ascertain data requirements, devise analytical solutions, digital workflows and disseminate finding. Thus, supporting the development and execution of the digital transformation Line of Development in JWC’s Transformation Programme.

PRINCIPAL DUTIES

The incumbent's duties are:

  • Provide subject-matter-expert advice, manage the development, refinement, and delivery of JWC’s Data Integration Roadmap;
  • Provide ET&I with an understanding of data analytics in the context of NATO's evolving strategic priorities for 2030.
  • Highlight emerging technologies and opportunities for JWC to enhance its employment of its digital transformation using analytical and visualization techniques, such as statistical analysis, data visualization, programming, data wrangling and machine learning in both exercise production and JWC process improvement;
  • Develop a comprehensive understanding, at JWC, of the intersection between data and NATO 2030 and identify actionable strategies for enhancing the integration of digital transformation into JWCs exercises and training;
  •  Develop a roadmap for implementing Data initiatives and integrating NATO's digital transformation into JWC’s processes and exercise production;
  •  Monitor and measure the effectiveness of JWC’s 2030 Data Integration Roadmap and provide recommendations on potential improvements to JWC’s structure and ways of working, in relation to data;
  • Gather, sanitize, and pre-process data from diverse sources to ensure data integrity and reliability;
  • Conduct exploratory data analysis employing statistical methods and data visualization techniques to unearth insights and trends in exercise data;
  • Develop and maintain dashboards and reports to convey key metrics and discoveries to stakeholders;
  • Collaborate with internal teams to grasp their data requisites and deliver analytical support for planning, projects and decision-making;
  • Develop test and incorporate scenarios that challenge exercise participants to respond to data-based threats and disruptions;
  • Recommend and support applicable projects and suitable staff best positioned to complete them;
  • Provide expert advice and guidance on Data to the JWC’s leadership team and staff;
  • Communicate with DCOS ET&I and EXPROD key stakeholders to ensure the roadmap integration is aligned with JWC’s wider programme;
  • Remain abreast of industry trends and best practices in data analysis, contributing to the continual enhancement of analytical processes and tools at JWC NATO.
ESSENTIAL QUALIFICATIONS
Professional/Experience  
  •       Knowledge and functional experience of Data Visualisation: Ability to effectively communicate insights form data through visualization tools (and/or infographics).
  •       Knowledge and functional experience of Statistical Analysis: Proficiency in statistical methods and techniques for analysing data, including regression analysis, hypothesis testing, clustering and time series analysis.
  •       Knowledge and functional experience of collaboration: Ability to collaborate with cross-functional teams to define project requirements, gather data, interpret and disseminate results.

Education/Training

  •       University Degree or equivalent in data analytics, data science, information technology, economics or related discipline.

Language

  •       English – Upper Intermediate/Advanced
DESIRABLE QUALIFICATIONS

Professional/Experience

  •       Data storytelling: Ability to translate complex data analyses into understandable insights and actionable recommendations for non-technical staff
  •       Data Wrangling: Experience of cleaning and transforming data from various sources in to a usable format for analysis.
  •       Problem solving skills: Strong analytical and critical thinking skills to identify patterns, trends and outliers in data as well as being able to solve complex business problems using data-driven approaches.
  •       Knowledge of and experience in programming, machine learning, data management, big data technology, ethical considerations of data and project management.

Education/Training

  •       Master’s Degree or equivalent in data analytics, data science, information technology, economics or related discipline.
ATTRIBUTES/COMPETENCIES

Strong written and verbal communication skills to convey findings, insights and recommendations to both peers and senior officers. Considerable maturity and professional judgement is required to make decisions & ensure seamless provision of high quality support to the JWC and supported Training Audiences. High level of organisational and coordination skills. Excellent managerial, interpersonal, and communication skills with a visionary view to evolving requirements to meet future challenges. Able to cope with stress, and possessing good health. Must be able to work as a member of a team in a multi-national environment. An analytical, systematic and pro-active approach is important. The duties will require a capacity for original thought, including the incorporation of emerging concepts. The incumbent should be self-motivated and capable of working under pressure.

WORK ENVIRONMENT

The work is normally performed in an office environment.
NOTE: The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.

Contract:

This project post is limited to a definite duration of three years. There is no guarantee that the post will continue beyond that period. The successful applicant will be offered a three-year definite duration employment contract. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

Salary:
