ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.
The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.
The Communications Information Services (CIS) Branch leads the Core Services and Communication Services areas including IT Service Management and Deployable Communications Information System. Furthermore, the Branch leads the development of the NATO Enterprise Architecture for future C3 Information systems in accordance with approved NATO policy and links these architectures to the NDPP, the NSIP, and interoperability standards.
Within the Enterprise Architecture Office (EAO) the incumbent's main responsibility is to act as a Business Enterprise Architect for the Multi Domain Operations. The post requires an individual who has architecture competencies as well as technical qualifications in order to be part of the team developing and evaluating technical requirements and solutions
Principal Duties:
- Lead the MDO overarching architecture design; ensuring that it forms a strategically aligned business enterprise architecture together with the information, and technology architectures.
- Provide strategic consultation to MDO stakeholders in defining scope and interactions of military domains and civilian cooperation, supporting development of and describing new multi-domain functions and organizational structures, as well as researching, identifying and promoting enabling technologies based on requirements.
- Develop a MDO architecture strategy based on a situational awareness of various MDO scenarios and motivations.
- Apply a structured business architecture approach and methodology for capturing the key views of the MDO.
- Capture the tactical and strategic MDO motivations and goals that provide traceability to the organizations and initiatives mapped to metrics that provide ongoing governance.
- Define the set of strategic, core and support MDO processes that transcend functional and organizational boundaries; identify and describe external stakeholders and external systems that interact within the MDO; and describe which people, resources and controls are involved in the processes.
- Interpret the MDO drivers and objectives of the organization into technical solutions and facilitate the delivery of change through programmes and projects.
- Identify, manage and advise on architecture and technology risks for MDO.
- Define, document, maintain current, and target state architectures as well as architectural principles policies and standards for the MDO architecture as needed.
- Provide MDO architectural governance to ensure solutions are aligned to the strategy and NATO and ACT architecture direction.
- Work with the ACT Programme Directors and broader ACT and NATO architecture community to define, document and maintain architecturally aligned roadmaps for MDO.
- Facilitate the planning and execution of changes involving technology through delivering relevant architectural artefacts and through advising on options, risks and cost vs benefits.
- Participate in enterprise strategy development.
- Promote the value of architecture across the organization by providing advice to senior management and coaching and mentoring others to develop skills in this area.
- Contribute directly to work on programmes and projects as needed.
- Perform modelling, architecture and design activities to ensure completeness, consistency and clarity of requirements related work.
- Produce relevant NATO Architecture Framework (NAF) perspectives in support to capability design and requirement definition.
- Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development.
- Organize and participate in workshops, seminars, conferences and meetings in support of the activities above.
- Identify Lessons Learned and contribute to their escalation within the organization.
- Support the development of Enterprise Architecture (EA) capability within ACT by following high-level political guidance set by NATO senior governance committees, including NAC and MC endorsed strategies, C3 Board endorsed NATO EA Policies, and C3-CAM agreed EA directives.
Essential Qualifications / Experience:
- University Degree in managerment information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Six years’ within the last ten of experience in leading development and maintenance of enterprise and business architectures, and in requirements specification/management processes.
- Six years’ experience in business process modelling, data modelling and analysis, and viewpoint design.
- Experience in Planning, Design, Systems Engineering, Integration and Implementation of national Command and Control, Communication and Information Systems.
- A University degree level education in a relevant field related to Enterprise Business Architecture (e.g. Computer Science and Electrical Engineering, Information Sciences and Technology, Mathematics, Business Administration, etc.). Professional experience in business architecture of min. 5 years will be accepted in lieu of a degree in a relevant field.
- Possess Expert-level certification or training in Enterprise Architecture, e.g. TOGAF, Zachman or similar.
- Detailed knowledge of architectural frameworks such as TOGAF and modelling frameworks such as NAF, DoDAF and Archi-Mate and collaborative architecture tools (e.g. Sparx, Aris).
Language:
English – SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:
- Experience in using common enterprise architecture and requirements management tools such as Sparx Enterprise Architect, Aris, Archi, DOORS, or similar.
- Experience in briefing senior leaders/decision makers at the FOGO/governance level in a National or Multinational environment.
- Knowledge of Capability Development and Management processes.
- Knowledge of Configuration Management methods and practices.
- Program and Project Management experience within a complex and dynamic program environment.

- Adaptive – varying problems raising issues of dissimilar nature where solution requires interpretive analytical, constructive thinking and judgement.
- Ability to lead a team and also work within NATO work teams.
- There will also be requirements to work outside of working hours, as there will be online events and working groups that conduct work outside of the normal working hours. This requirement is on a periodic basis.
Managerial Responsibilities:
- Be able to manage their time effectively and without direct supervision from the Core Services PD in order to follow pre-agreed project delivery timeline. There are not personnel management responsibilities or financial management responsibilities. Potential supervision of contractors (up to 5 within the team) with the role of Contracting Officer Technical Representative (COTR).
Professional Contacts:
- Have professional contacts with others inside and outside the organisation/ provide advice and many a time require negotiation in order to receive cooperation. He/she could commit the organisation to a Course of Action (COA) at working level and represent the organisation position when mandated.
Contribution To Objectives:
- Work involves tasks directly affecting plans/management/policy and objectives of the HQ with particular reference to the NATO Command Information System Initiative (NCISI) Line within the Warfare Development Agenda (WDA) and the strategic deliverable “Digital Backbone” of the Digital Transformation with associated Lines of Efforts.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
