JOB PURPOSE

The Director, Business Data Governance serves as the primary advocate and implementer of data governance practices across World Vision International's business functions. This role complements the technical data governance leadership in GTD by ensuring that business operations, program delivery, and strategic decision-making are supported by high-quality, well-governed data.
Working in close partnership with the Director, Technical Data Governance (GTD), this position ensures that data governance is recognized not merely as a technical function but as a strategic business capability that enhances program effectiveness and drives organizational impact. The role requires deep understanding of WVI's business operations, particularly in program delivery, monitoring & evaluation, and impact measurement, translating these needs into practical data governance solutions.
This position acts as the voice of the business in data governance forums while serving as the data governance champion within business units, working closely with Data Owners and Stewards creating a two-way bridge that ensures both technical standards and business needs are met.

KEY RESPONSIBILITIES

Business Data Governance Leadership

  • Lead data governance adoption and implementation across all business functions.

  • Ensure data governance practices enhance rather than hinder business operations.

  • Translate business requirements into data governance specifications for technical implementation.

  • Advocate for business-friendly data governance solutions that maintain compliance while enabling agility

Partnership with Technical Data Governance

  • Maintain regular coordination with Director, Technical Data Governance to ensure aligned implementation.

  • Represent business perspectives in technical data governance decisions.

  • Translate technical data governance requirements into business-actionable guidance.

  • Co-lead joint initiatives requiring both business and technical expertise.

Business Data Ownership & Accountability

  • Establish and maintain the business-side data ownership model across strategic data domains.   Support Data Owners in understanding and executing their responsibilities.

  • Create business-specific accountability frameworks for data quality and stewardship.

  • Facilitate business-led data governance committees and working groups.

  • Program & Impact Data Governance

  • Provide specialized focus on program data governance across all SREI functions.

  • Partner with Evidence of Impact team to ensure research data quality and governance.

  • Support Our Impact Director with OIOS annual impact measurement data requirements.  

  • Collaborate with Strategy function to govern strategic planning and performance data.

  • Work closely with DME function to embed data governance in M&E design and frameworks.

  • Ensure M&E data meets quality standards for credible impact reporting.

  • Support government grants and disaster management data governance requirements.

  • Facilitate data governance alignment across all program-related functions

Business Process Integration

  • Integrate data governance monitoring into existing business processes.

  • Develop business-friendly tools and templates for data governance compliance.

  • Create practical guides for data handling in day-to-day operations.

  • Ensure data governance supports rather than impedes business agility.

Change Management & Business Adoption

  • Design and implement business-focused change management strategies.

  • Develop role-specific training for business users, emphasizing practical application.

  • Create success stories and use cases that demonstrate business value.

  • Build communities of practice among Data Stewards across business functions.

Business Intelligence & Analytics Governance

  • Ensure governed data supports business intelligence and analytics needs.

  • Work with business analysts to define data quality requirements for reporting.

  • Support self-service analytics while maintaining governance standards.

  •  Enable data-driven decision making through trusted, well-governed data.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or

Certification

  • Bachelor's degree in Business Administration, International Development, Information

  • Management, or related field; Master's degree preferred.

  • Relevant certifications such as CDMP (Certified Data Management Professional), CBAP (Certified Business Analysis Professional), or credentials in Change Management and Data Governance are highly valued.

Required Professional Experience

  • Minimum 7-10 years of experience in business operations, program management, or business analysis within international development context.

  • At least 5 years of experience in data management or data governance roles.

  • Strong understanding of monitoring & evaluation systems and program data requirements. 

  • Proven ability to drive change in complex, matrixed organizations.

  • Demonstrated experience in translating business needs into technical requirements and vice versa.

Required travel and/or work environment accommodations

  • Up to 20% international travel to support regional and country office data governance initiatives.

​Preferred Experience, Knowledge and/or other Qualifications

  • Experience in international NGOs, particularly in program delivery roles.

  • Knowledge of DAMA framework with ability to apply in business context.

  • Experience with donor reporting requirements and compliance.

  • Understanding of international data privacy regulations in development context.

  • Exceptional ability to simplify complex concepts for diverse audiences.

  • Strong facilitation and consensus-building skills.

  • Business process optimization mindset.

  • Pragmatic approach to governance - balancing control with enablement.

  • Cultural sensitivity and ability to work across global teams.

  • Results-oriented with focus on business outcomes.
