Despite the significance of migration in the region, challenges persist in the availability, quality, comparability, and use of migration data. This assessment, proposed by IOM MENA through its Regional Data Hub (RDH), aims to strengthen national and regional migration data systems by identifying gaps, assessing capacities, and informing a roadmap for improved data availability, harmonization, and use. The assessment will adopt a mixed-methods approach combining desk reviews, key informant interviews, surveys, and stakeholder consultations and will be conducted in coordination with IOM Country Offices, national statistical offices, and relevant ministries. Thematic areas include labor migration, forced displacement, diaspora, remittances, return migration, border management, human trafficking and smuggling, and migrant protection. The assessment will result in country-level data profiles, a regional synthesis report, a migration data roadmap, and policy briefs to support evidence-based policymaking and regional cooperation.

- Timely submission of all deliverables according to the agreed schedule.
- Quality and clarity of the inception report, including a well-defined methodology and work plan.
- Depth and accuracy of country-level migration data profiles and stakeholder mappings.
- Relevance and feasibility of recommendations provided in the Migration Data Roadmap.
- Analytical rigor and coherence of the Regional Synthesis Report.
- Responsiveness to feedback from IOM and stakeholders during the validation process.
- Alignment of outputs with IOMโs strategic frameworks (e.g., GCM, SDGs, Migration Data Strategy).
- Effectiveness of communication and collaboration with IOM teams and national counterparts.
- Advanced university degree (master's or equivalent) in Migration Studies, Statistics, Demography, Data Science, Social Sciences, or related field.
- Minimum of 10 years of professional experience in migration data analysis, research, or policy development, preferably in the MENA region.
- Proven experience in conducting assessments, evaluations, or research related to migration data systems or governance.
- Previous experience of working with National Statistics Offices and RECS an advantage
- Demonstrated ability to synthesize complex information and produce high-quality analytical reports.
- Excellent communication and stakeholder engagement skills.
- Fluency in English required; knowledge of Arabic or French is an asset.
- At least one travel is required to the MENA region during the Consultancy to present the finding of the final report.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
