PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

Objective
Communicable Disease Prevention, Control, and Elimination (Arbovirus diseases and Antimicrobial Resistance Program) are responsible for leading and coordinating technical actions to strengthen surveillance, analysis, and response to diseases such as dengue, chikungunya, and Zika, in addition to monitoring antimicrobial resistance (AMR) and other communicable diseases in the Americas. Its approach integrates high-quality epidemiological, entomological, and virological data, promoting interoperability and the digital transformation of health information systems as key pillars for collaborative and timely surveillance.

The programs promote the ethical and strategic use of information through advanced analytics, automation, and data science to identify trends, generate early warnings, and support evidence-based decision-making. It also fosters knowledge management through the development of regional dashboards, automated bulletins, and virtual collaboration spaces that facilitate technical exchange and joint action among countries.

In addition, the programs prioritize the strengthening of national capacities, the development of technical guidelines, and coordination with other programs and strategic partners to address the determinants of outbreaks and their public health impact in a comprehensive manner. These efforts culminate in the generation of evidence that supports the formulation of effective, sustainable, and context-adapted policies for the control of communicable diseases.

DESCRIPTION OF DUTIES:

Purpose of the consultancy

To provide technical leadership and support in the processing, integration, analysis, and visualization of epidemiological, laboratory, and entomological data to strengthen regional surveillance systems for arboviral diseases, antimicrobial resistance (AMR), and other communicable diseases in the Region of the Americas.

The incumbent will work remotely from his/her place of residence.

Scope of Work and Deliverables

Outputs produced by the consultant may include, but are not limited to, the following over the course of the assignment:

Data Analysis & Visualization

  • Process and analyze large datasets from national surveillance systems.
  • Develop key indicators, epidemiological metrics, and analytical products (e.g., reports, dashboards, bulletins).
  • Create and maintain dynamic dashboards using Power BI or Tableau.

Data Engineering & Integration

  • Design and maintain ETL pipelines to consolidate data from diverse sources (APIs, flat files, databases).
  • Ensure data quality, traceability, and interoperability with national and international systems.
  • Develop scripts and automation using Python, SQL, or similar programming languages and tools.

Information Systems’ Development

  • Design and enhance digital surveillance platforms and data architectures.
  • Define standardized data models and integration flows.
  • Support semantic interoperability and adoption of health data standards.

Collaboration & Capacity-Building

  • Work with national teams to validate data and promote evidence-based decision-making.
  • Provide technical guidance and training to strengthen public health information systems.
  • Participate in technical workshops and support regional knowledge exchange.

Documentation & Technical Support

  • Document methodologies, technical processes, and system architectures.
  • Contribute to the development of algorithms for early outbreak detection and surveillance of unusual events.

Education:

  • University degree in systems engineering, computer science, epidemiology, health informatics, or related fields.
  • A master’s degree in public health, epidemiology, data science, digital health, or health information systems is desirable.

Professional Experience:

  • Minimum of 7 years of experience in data analysis, data engineering, or health information system development.
  • Proven track record working with public health datasets, dashboards, and digital architecture.
  • Experience integrating surveillance data and leading system interoperability projects.

Languages:

  • Excellent knowledge of English and/or Spanish; working knowledge of the other language.

Technical Skills:

  • Proficiency in SQL and Python; scripting for data management and automation.
  • Experience with relational/non-relational databases, RESTful APIs, and data standards.
  • Strong analytical ability, problem-solving mindset, and report writing skills.
  • Capacity to work collaboratively in multidisciplinary and multicultural teams.
  • Familiarity with Git or other version control tools.

The incumbent will work remotely from his/her place of residence.

Remuneration:

Depending on deliverables, daily rates range from US$259 to US$313 (based on a 20-day working month).
