CONSULTANT FOR HUMANITARIAN PERFORMANCE MONITORING AND GEOSPATIAL DATA ANALYST (HPM&GDA)

DUTY STATION - Brasília (Remote)

JOB CONTEXT AND PURPOSE OF ACTIVITY/ASSIGNMENT:

UNICEF aims at strengthening the capacity of actors responsible for providing quality protection, education, health/nutrition, water and sanitation services (including Government, non-governmental and community organisations), as well as providing communication for development messages and activities, ensuring accountability to affected populations, so that they are fully equipped to assist children and their families. UNICEF advocates for the rights and voices of children and women and is well positioned to provide timely and context-specific program and humanitarian support in vulnerable geographical areas, including remote locations. UNICEF has been leading the process of involving and strengthening local indigenous organizations to cope and integrate indigenous migrants and refugees, as well as working on the humanitarian development nexus. Working closely with host communities, local organizations and key stakeholders has been a priority for UNICEF to strengthen public policies and prepare for emergencies. UNICEF participates in the Response for Venezuelans (R4V) platform and is part of Information Management (IM) working groups in the regional, local and national levels. A Humanitarian Performance Monitoring System is in place to follow main indicators. Periodic situation analysis support decision making and planning processes. Knowledge has been generated on the characteristics of the population in need and monthly trends. UNICEF also provides easy access to data on general indicators regarding children and young people in Brazil, also in the context of Selo UNICEF and Agenda Cidade initiatives, providing municipalities with tools for improved public policies for children and adolescents.

SCOPE OF WORK:
The scope of work is the description of the main objective of the consultancy. Should contain any milestones, reports, deliverables, and end products that are expected to be provided by the consultant.

  • Include the meaning of acronyms when used for the first time. For example: Multiple Indicator Clustering (MICS).

The HPM&GDA consultant reports to the Water, Sanitation, Hygiene, Climate Changes and Disasters (WASH-CEED) chief, in collaboration with the Research, Planning, Monitoring and Evaluation (RPME) team in BrasĂ­lia and the Program and Planning Section in the Latin America and Caribbean Regional Office. The HPM&GDA consultant provides technical and operational support in data analysis and data visualization to support UNICEF evidence-based and strategic decisions. The HPM&GDA consultant works closely with UNICEF, liaising with other team members (regional, national, and local) and partners to capture, organize, share, and use knowledge for improved organizational performance and efficiency towards development and humanitarian results for children. In particular, the HPM&GDA is responsible for: (i) gathering data on the scale, scope and coverage of the emergency responses; (ii) analysing data on the situation, needs and feedback of affected populations, and timely sharing information with programme areas; (iii) map key activities and use GIS tools for producing interactive maps for data sharing and visualization; (iv) support planning and reporting with up-to-date data and overall figures on UNICEF response.

DELIVERABLES

RESULT 1: DATA GATHERING AND VISUALIZATION TOOLS

  • Activities:
    • Support the development of Monitoring and Evaluation tools to support the work on Multi-Partner Trust Fund (MPTF) project on integral protection and promotion of indigenous children, adolescents and youth in the Brazilian Amazon, National Network for Indigenous Health (RNSI), Adolescents Citizenship Centers (NUCA).
    • Take part on on-line meetings and work closely and collaboratively with UNICEF and partner’s personnel;
    • Document all steps taken for systems developed, including access information, passwords and all necessary data for allowing further refactoring.

2.1. Deliverables/Outputs: Proposition of adapted solutions (tools and methodologies) developed to support MPTF, RNSI and NUCAs monitoring and evaluation.

- 2 hours training for MPTF partners on the M&E tool developed;
- visualization tool of the RNSI and NUCAs available and updated.

RESULT 2: NEEDS ASSESSMENTS AND FEEDBACK DATA ANALYSIS

  • Activities:
    • Support UNICEF and its partners (Government and Non-Governmental) with data analysis on humanitarian and emergency related contexts in Brazil, in accordance with official data sources, including information disaggregation by age, gender, ethnicity, disabilities and vulnerabilities;
    • Conduct four on-line training sessions on the implementation of disaggregated data collection tool in emergencies, needs assessments, feedback data collection for enumerators and management of personal data.
    • Support UNICEF with analysis on humanitarian and emergency data, including disaggregation by place, age, gender, ethnicity, disabilities and vulnerabilities. Under the guidance of the Chief Field Office Boa Vista and the WASH-CEED Chief, elaborate a concise support plan to assist local team with monitoring and analysis of UNICEF migration response, including disaggregation by place, age, gender, ethnicity, disabilities and vulnerabilities.

RESULT 3: Data sharing and visualization

  • Activities:
    • Provide interactive data visualization products (maps, dashboards, infographics) to support WASH-CEED & RPME activities, using UNICEF-developed platforms such as Geosight instance and UNICEF indicator data warehouse (SDMX deployment);
    • Provide guidance on data sensitivity and develop strategies for manipulating and transmitting such data;
    • Train UNICEF personnel and partners on personal data protection and sensitive data sharing;
    • Develop and maintain a digital catalogue of data analysis, including maps and assessments.

4.1. Deliverables/Outputs:
- 3 data visualization products produced for RPME section (each product covering one UNICEF’s core objective)
- 1 data visualization products for the WASH-CEED program
- 1 training on data sensitivity, 1 tool for manipulating and transmitting sensitive data presented to target audience
3.2. Deadline 120 days
3.3. Estimate Budget (13%)

RESULT 4: HAC PLANNING AND REPORTING SUPPORT

  • Activities:
    • Support UNICEF Regional and Country offices on developing effective methods and platforms to standardize data and information collection and visualization on the HAC in accordance with UNICEF guidelines and the Humanitarian Programme Cycle;
    • Maintain a frequent communication schedule with management and share solutions with relevant stakeholders;
    • Support timely data analysis for the preparation and revision of HAC appeals, workplans and progress reports.

5.1. Deliverables/Outputs: RO and BCO HPM tables for migration updated on monthly basis with relevant data analysis.

It is important to observe that the assignment is of a temporary nature; based on payment for services or work with defined deliverables and outputs that are specific and measurable, to be performed and completed within a specified period of time.

DURATION OF CONTRACT 

  • 6 months

TRAVEL PLAN 

  • Two travels are expected to happen to Brasilia, if the consultant is located in another location, to be part of meetings and give capacity building sessions on the tools developed. Estimated # of days: 10.

MINIMUM QUALIFICATIONS REQUIREMENT

  • A university degree in one of the following fields is required: Statistics, Business Administration, Political Science, International Relations, Social Sciences, Anthropology, Sociology, Geography or another relevant field;
  • A minimum of three years of professional experience in information management, monitoring&evaluation, humanitarian action or disaster preparedness is required. Additional years of experience are an asset;
  • Experience with data analysis and geoinformation platforms and tools required;
  • Relevant experience in programme development in human rights in Emergency related areas in a UN system agency or organization is considered an asset;
  • Excellent communication, team work and coordination skills;
  • Experience in both development and humanitarian contexts is an added advantage.

LANGUAGE PROFICIENCY

  • Fluency in Portuguese and English is required. Working knowledge of Spanish will be considered as an asset.

Technical Evaluation: total 75 Points

  • Relevant work experience - 30 points
  • Experience with humanitarian/emergency contexts - 15 points
