Location Requirements
DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
Job Description
The Ohio Department of Children and Youth (DCY) is seeking a skilled and detail-oriented Data Analytics Specialist to support the Early Care & Education Services (EC&ES) program. This role is responsible for extracting, analyzing, and interpreting data from multiple systems to support decision-making, improve program performance, fulfill reporting requirements, and inform funding and staffing recommendations.
Key Responsibilities:
- Extract and analyze data from systems containing EC&ES data (Ohio Child Licensing and Quality System [OCLQS], Time, Attendance, and Payment [TAP] system, Ohio Benefits/Self Service Reporting [OB/SSR], Child Care DataMart), Innovate Ohio Platform (IOP), and other databases using SQL, Excel, and statistical software.
- Establish, measure, and report performance metrics to inform program goals and outcomes.
- Coordinate with EC&ES program and IT staff to ensure data integrity, completeness, and security.
- Apply statistical analysis, data visualization, and analytical techniques (e.g., regression, correlation, classification) to uncover trends and relationships.
- Monitor and analyze data to predict trends and support budget and staffing recommendations.
- Fulfill federal and state reporting requirements for the programs included in EC&ES.
- Respond to ad hoc and recurring internal/external data requests and produce recurring reports (e.g., monthly and cumulative counts, budget allocation data).
- Provide program technical assistance to IT professionals in developing scope and requirements outlined in system requirements document and/or review design documents created by IT professionals.
- Develop, recommend, and test performance criteria and test case scenarios for data related concerns.
- Create and present reports using MS Office, Tableau, RedCap, and other tools.
- Advise on data collection methodology and interpretive best practices for internal and external stakeholders.
- Translate complex data findings into clear, actionable insights for non-technical audiences and senior leadership.
- Train colleagues on analytics tools and methodologies; document best practices and operationalize analytics processes.
- Stay current with industry trends, tools, and technologies relevant to data analytics.
- Perform other duties as assigned, including support for administrative functions.
Pay Information
Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Qualifications
48 mos. exp. in data analytics or statistical analysis or research methods.
-Or completion of associate core program in data analytics, applied mathematics, statistics, industrial/systems engineering, or related field; 30 mos. exp. in data analytics, statistical analysis, or research methods.
-Or completion of undergraduate core program in data analytics, applied mathematics, statistics, industrial/systems engineering, or related field; 24 mos. exp. in data analytics, statistical analysis, or research methods.
-Or completion of graduate core program in data analytics, applied mathematics, statistics, industrial/systems engineering, or related field; 12 mos. exp. in data analytics, statistical analysis, or research methods.
-Or 36 mos. exp as a Data Analytics Associate, 66930.
-Or equivalent of Minimum Class Qualifications For Employment noted above.

Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.
Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.
