ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.

The Communications Information Services (CIS) Branch leads the Core Services and Communication Services areas including IT Service Management and Deployable Communications Information System. Furthermore, the Branch leads the development of the NATO Enterprise Architecture for future C3 Information systems in accordance with approved NATO policy and links these architectures to the NDPP, the NSIP, and interoperability standards.

Within the CIS Branch the incumbent's main responsibility is to act as a Project Coordinator Manager for the Next Generation Core Communications Programme.

Principal Duties:

  • Contributes to the development of NATO Core Communication Services as follows:
    • Leads the elicitation of requirements as needed by the Requirements Division.
    • Leads the development of capability programme, plans and ensures the delivery of programme outcomes by assessing throughout the life cycle the cost scope, schedule, risk and performance.
    • Ensures coordination and synchronization with all SMEs supporting warfare development at the management level, especially with the users and the host nations.
    • Plans and leads acceptance with the support of Joint Force Directorate relevant branches and in coordination with user and host nations.
    • Provides programme and project expertise for ACT Programme of Work (POW) activities in CIS, Cyber, Community of Interests (COI) Enabling, Information Management, Service Management, infrastructure and COI Services.
    • In conjunction with the CIS Operating, Service Provisioning and Implementation Authorities, serves as a member of selected Integrated Coordination groups like the Capability Management Function and NATO HQ coordination groups (e.g. Integrated Project Steering Groups)
    • Coordinates the inputs for capability architecture development according to the Enterprise Architecture framework.
  • On a transformational aspect:
    • Supports the NATO Defence Planning Process (NDPP) Steps 2-5.
    • Provides CIS service definition within the NATO structure; development of Mid-Term Plans (MTP); execution of NATO Defence Planning Processes (NDPP).
    • Supports Capability Development Plans.
    • Implements visions and concepts developed and approved by the NATO Military Committee.
    • Coordinates the integration of national solutions with those produced in NATO.
    • Engages with NATO, the Nations, Partners, Industry, Academia, IOs and NGOs through the Framework for Cooperative Interaction (FFCI) mechanism.
    • Sponsors R&D, Experimentation activities to facilitate CIS capability architecture development.
    • Supports technical requirements identification and validation and solution concept development.
    • Coordination of C3 policies and directives for implementation in ACT and the Division.

Essential Qualifications / Experience:

  • University Degree  in managerment information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline  and 4 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Eight years of experience (participation and/or advice) in projects on design and/or implementation of CIS.
  • Four years of experience in Project Management to develop or deliver a CIS capability (Prince II preferred).
  • Three years of experience working in a multi-national organization.
  • Two years of experience in managing CIS (specialists) staff.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 Desirable Qualifications / Experience:

  • A University Degree or Higher Secondary Education in Science or Engineering (Electronic/System/Engineering Telecommunication) or related technical discipline.
  • Professional certification or professional accreditation in Engineering (e.g. The Certified Systems Engineering Professional (CSEP)/INCOSE or similar/equivalent).
  • Professional certification or professional accreditation in Program Management (e.g. PRINCE2/PMI-PMP or equivalent).
  • ITIL v3 Foundation and Expert.
  • Experience working in a NATO military commands, NG/M/J6 or equivalent area.
  • Recent operational experience in Joint CIS planning of ex/ missions.
  • A broad knowledge of NATO CIS capabilities.
  • Experience in contracting
  • Experience in finances and budget

Personal Attributes:

  • Adaptive – varying problems raising issues of dissimilar nature where solution requires interpretive analytical, constructive thinking and judgement.
  • Ability to lead a team and also work within NATO work teams.
  • There will also be requirements to work outside of working hours, as there will be online events and working groups that conduct work outside of the normal working hours.  This requirement is on a periodic basis.

 Managerial Responsibilities:

  • Be able to manage their time effectively and without direct supervision from the Core Services PD in order to follow pre-agreed project delivery timeline. There are not personnel management responsibilities or financial management responsibilities. Potential supervision of contractors (up to 5 within the team) with the role of Contracting Officer Technical Representative (COTR).

 Professional Contacts:

  • Have professional contacts with others inside and outside the organization/ provide advice and many a time require negotiation in order to receive cooperation. He/she could commit the organization to a Course of Action (COA) at working level and represent the organization position when mandated.

 Contribution To Objectives:

  • Work involves tasks directly affecting plans/management/policy and objectives of the HQ with particular reference to the NATO Command Information System Initiative (NCISI) Line within the Warfare Development Agenda (WDA) and the strategic deliverable “Digital Backbone” of the Digital Transformation with associated Lines of Efforts.

 Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
