Assistant Director – RegTech and SupTech
Supervision (Banking, Trust, Corporate Services and Investment) Department

The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and experienced individual to lead the Data and Analytics Team in the Supervision (Banking, Trust, Corporate Services and Investment) Department (BTCSI). Reporting to the Director, the Assistant Director – RegTech and SupTech will be responsible for leading a Team that will be supporting the Department to reach its goals in developing and leveraging Regulatory Technology (RegTech) and Financial Technology (FinTech), including the review of a high volume of data from various sources and utilising technical data analysis tools to identify key insights and solutions. Additionally, the incumbent will be responsible for championing the safe leveraging of Generative Artificial Intelligence (AI) across the department in line with the aspirations and policies of the Authority.

This is a key role for the Authority and the post-holder will be responsible for, but not limited to:
• Leading effective data governance and data management for the Department
• Coordinating with other departments such as Management Services and Data Science and Artificial Intelligence, the design and implementation of RegTech and FinTech for BTCSI, in line with the Authorities standards
• Managing the data and analytics lifecycle for data collections, including formulating business requirements for Business Intelligence (BI) tools
• Directing and championing the use of strategic tools and architecture to deliver enhanced data and analytics to improve supervisory review and decisions
• Validating the Department’s design and development of enterprise tabular models is compatible with data warehouse standards
• Ensuring the Department’s design and development of end-to-end BI Data models and solutions with a strong emphasis on self-service and the use of impactful visualisations
• Ensuring the Department’s design and development of end-to-end BI Data models and solutions are scalable, can utilise data from different sources and facilitate effective data manipulation
• Assuring the Team and the Department meet Key Performance Indicators (KPIs) to deliver the department and the Authority’s Key Strategic Initiatives (KSIs)
• Representing the Authority at various local and international meetings, conferences and seminars involving meetings and information exchanges with regulatory bodies, government agencies and the financial services industry and have personal interactions with, and be required to manage, develop, and maintain key relationships with other regulatory bodies, governmental agencies and the financial services industry whilst keeping abreast of industry trends
• Providing senior-level subject matter expertise and advice, as required, including taking the lead to design and deliver training sessions and demonstrations to staff
• Managing and motivating performance and overseeing the development of direct reports in the achievement of desired results through the effective use of teamwork
• Providing managerial direction, leadership and supervision to the assigned team(s), in addition to providing support for technical and administrative issues, which lead to the achievement of Departmental goals
• Monitoring performance of individual Team Members and providing routine mentoring and feedback, and preparing formal performance appraisal
• Reporting as prescribed by the performance management process
• Identifying training needs of employees and, in conjunction with core competencies and learning and development, establishing programmes for their development by way of formal training courses, special projects or on-the-job exposure
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post

This position requires a proven technical and business background. Therefore, the post holder should have:
• A master’s degree in computer science, mathematics, statistics, business analytics or related field, or an equivalent qualification from a recognised institution or professional body or a bachelor’s degree in computer science, mathematics, statistics, business analytics or related field combined with a qualification from a recognised institution or professional body such as CA, CPA, CFA, FRM, ACIS or FCIS
• A minimum of ten (10) years’ relevant experience in data analytics and business intelligence development, including work with databases, data warehouses and the end-to-end data analytics pipeline, of which at least five (5) years should be at a senior level, preferably working in banking, financial services or a financial services regulator
• Proficiency and experience in Power Platforms and Power Apps, Coding languages and SQL, machine learning concepts for data analytics, Python and/or R utilised for data analytics and data manipulation would be advantageous
• Proven experience in leading a team
• Proficiency in leading the design, development and implementation of end-to-end visualisation tools, including data transformation, advanced data modelling and out-of-the-box and custom visualisations
• Expert knowledge of the full end-to-end software development life cycle and agile development methodologies
• Expert knowledge of how to implement self-service data solutions and hands-on experience with relevant platforms and best practices
• Demonstrated experience in problem-solving and implementation of solutions
• The ability to think analytically and leverage that insight to translate data into informative reports and visuals
