PURPOSE OF CONSULTANCY

DESCRIPTION OF DUTIES:

Terms of Reference

Consultancy for advanced data analysis of routine vaccination using RNVe systems or surveys, ensuring data quality and promoting data analysis in the Region of the Americas.  

Background

Electronic nominal vaccination records (RNVe) are tools that facilitate the monitoring of each person's vaccination schedules and therefore support the improvement of the Expanded Program on Immunization (EPI) in terms of both coverage and program efficiency. There is evidence that RNVEs are cost-effective tools that help increase coverage, improve the timeliness of vaccination, and provide reliable data for decision-making, such as where to find unvaccinated individuals, thereby ensuring the right to vaccination in an equitable manner. 

Progress toward the development and implementation of RNVe responds to advances in both immunization programs and technology and connectivity. Vaccination schedules have become significantly more complex with the introduction of new and more expensive vaccines that benefit not only children but also the population throughout their lifetime. As a result, program budgets have increased exponentially, leading to a need for increasingly accurate, complete, and systematic accountability. In a context where vaccination coverage is relatively high, it is more difficult to identify who is still missing vaccines in order to target strategies to identify and reach these individuals for vaccination.  Finally, information and communication technologies (ICT), geographic information systems (GIS), and connectivity are becoming increasingly ubiquitous and affordable, enabling the development of user-friendly information systems and databases that can handle large volumes of information simultaneously and quickly, with data security and confidentiality. 

In the Americas, 26 countries have made significant progress in implementing NCRV systems, in addition to the analyses that countries are conducting with the databases hosted by the system, with the aim of improving the technical and operational performance of the Program. This progress was accelerated by the COVID-19 vaccination campaign. Given the above, it is important to support countries in systematizing these analyses, ensuring the quality of vaccination data through monitoring and evaluation of data in these types of systems. 

Objectives of the consultancy

Support advanced data analysis with electronic vaccination registry information systems by improving the practical data analysis manual and developing tools for estimating indicators, and propose and develop activities that promote the implementation of these indicators in the countries of the Region.

Description

Under the general supervision of the CIM Deputy Manager and the direct supervision of the CIM Regional Immunization Advisor, the incumbent is responsible for, but not necessarily limited to, the following deliverables:

Design and implement a working group of countries with a high degree of maturity in the use of RNVe for the implementation of immunization program performance indicators beyond coverage. Contribute to strengthening the PAHOabc R package by developing a short- and medium-term proposal for incorporating new analyses and assisting in the documentation of the package. Propose and generate different instances of communication and dissemination of the results obtained: written communications in the regional immunization bulletin or in the Global Immunization Newsletter, webinars, or others, according to the guidelines of the regional team. Develop a proposal for periodic training for data managers of immunization programs in the countries of the Region to enable the adoption of the proposed performance analyses. Develop a proposal and implement training on immunization data triangulation. Contribute to other activities developed by the regional team aimed at optimizing data analysis processes for immunization programs in the countries of the Region.

Required profile

Professional with a university degree in the health field (medicine, nursing, etc.) and a postgraduate degree (master's or higher) in areas related to public health, with extensive experience in the health field, management and use of technological tools, as well as data analysis with health information systems. The consultant must have proven experience in the development, implementation, or use of RNVe information systems.

Desirable: Training or experience in immunization studies will be considered an asset.

Languages: The material must be produced in Spanish or English, and the consultant is required to have at least an intermediate level of knowledge of the other language.

Duration:

August 1, 2025, to December 31, 2025, with the possibility of extension based on performance and availability of funds.

Location: Remote, with standard working hours in Washington, DC, USA.

Compensation: Daily rate of $314.

7-12 years of experience in similar positions is required.
