Data Management Associate
Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Develop forms and tools for data collection and analysis.
- Have access to relevant data and records.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
The Global Infrastructure Section (GIS) provides technical expertise in engineering and design, guidance on property acquisition and leasing, and maintains a comprehensive database on UNHCR office facilities in Oracle Unifier. Unifier serves as the central platform for managing technical, financial, accessibility, safety, and sustainability data related to UNHCR’s global office premises.The position of Data Management Associate will support the administration, optimization, and further integration of Oracle Unifier with other corporate systems to enable seamless data interoperability. The Data Management Associate will contribute to enhancing the processing, visualization, and reporting of facilities data in Power BI Service, ensuring it is timely, accurate, and accessible for both operational management and strategic decision-making.
Duties and Responsibilities
Under the supervision of the Snr. Land and Buildings Officer, the Data Management Associate will:
• Serve as Oracle Unifier Administrator, responsible for system configuration, user administration, data quality assurance, and technical support.
• Develop and maintain the Power BI Service environment, building and optimizing dataflows, Datamarts, and interactive visualizations to represent Unifier data effectively.
• Maintain a functional data pipeline for the Power BI public dashboards, ensuring regular updates, error resolution, and system availability.
• Support the development and integration of data solutions with Cloud ERP, Workday, and other corporate systems to ensure seamless data flow, further enhancing UNHCR’s integrated facilities information system.
• Manage the Annual Verification data collection process, including training and providing ongoing support to end-users to ensure they navigate and utilize Unifier effectively.
• Conduct regular data integrity audits to ensure the accuracy and reliability of facility information.
Essential Qualifications
Proficiency in Power BI Service (Datamarts, DAX, Power Query M), with experience in data visualization.

NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements.
Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 - Salary range: NET 806,457 HUF - NET 944,644 HUF.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

The new organizational structure of Global Mobility and Infrastructure Services (GMIS), under DFAM, includes a reshaped Infrastructure Services Unit tasked to support and guide all HQs entities and field offices on issues related to UNHCR offices, such as acquisition of administrative premises, monitoring and recording UNHCR premises, lease contracts, construction and refurbishment works, technical support for facilities projects as well as introduction of sustainability to make our premises greener. This position of the Data Management Associate is to provide assistance and support to the core activities implemented by the Infrastructure Services Unit of GMIS. The main tasks include the management of a new comprehensive database of UNHCR premises containing technical, financial, sustainability and accessibility data of UNHCR office facilities. The incumbent will also be expected to collaborate in different technical projects implemented by the Unit of various types, in relation to offices projects and support to the field with relation to property, construction, environment and energy. Under the direct supervision of the Land and Buildings Officer the incumbent is expected to assist in the management of data for office premises, run tests and provide related assistance to the operations, provide accurate register of the premises on the database, execute a validation of the information, as well as support in the facilities network and collaboration with facility managers in our Operations and implementation of sustainability projects.Living and Working Conditions:
