Job Title: Data Governance and Compliance Analyst
Duration:  12 months (W2 contract)
Work Timing: 9 AM – 2 PM (25 Hours Per week)
Location: Atlanta, GA – Hybrid - Candidate Must Be Local

Program Overview:
We are seeking a Data Governance Analyst (Contractor) to support the implementation of the What Works Cities (WWC) Certification Program, powered by Bloomberg Philanthropies. The objective is to help the organization achieve Silver, Gold, and Platinum WWC Certifications within 18 to 24 months. This role will drive project tracking, documentation, and coordination required to meet certification milestones and compliance requirements through the Results for America platform.

Key Objectives:
  • Achieve WWC Silver Certification within 6–8 months of hire; provide a 90-day assessment if not feasible.
  • Support the buildout of a comprehensive Data Governance Framework.
  • Upload, track, and maintain all documents within the WWC Assessment Dashboard.
  • Ensure timely communication of progress, risks, and achievements.

Key Responsibilities:

Program Implementation & Project Management
  • Serve as the project lead for the WWC Certification implementation plan.
  • Coordinate with Results for America (RFA) and other WWC technical assistance providers.
  • Support application and submission processes for WWC certifications.
  • Develop and maintain documentation, dashboards, and milestone tracking systems.

Data Governance & Documentation
  • Collaborate with the Data Governance & Compliance Manager to:
    • Assess current data governance practices against WWC standards.
    • Identify gaps and provide documentation or mitigation strategies.
  • Assist in preparing:
    • Data Governance Framework
    • Data Policy & Standards Manual
    • Data Stewardship Roles Matrix
    • Incident Response & Escalation Protocol
    • Compliance Risk Assessments
    • Audit Support Documentation Packet

Training & Change Management
  • Help develop and conduct internal training programs related to data governance and compliance.
  • Support change management initiatives to promote a culture of data-driven decision-making.
  • Draft internal communications to promote adoption of WWC principles.

Reporting & Communications
  • Maintain a WWC-specific dashboard and a separate internal tracking system.
  • Provide:
    • Monthly updates
    • Quarterly Governance Status Reports
    • Standardized templates and presentations
    • Summary briefs for leadership
  • Document decision logs and certification evidence in a clear and auditable format.


Deliverables & Timeline (Selected Examples): Deliverable Timeline Description Data Governance Framework & Meeting Documentation Within 90 days of hire Upload foundational governance structure and charter documents to WWC Dashboard Data Policy & Standards Manual Within 120 days of hire Upload comprehensive guide on data classification, access, and protocols Training Program & Materials First session within 6 months; updated annually Upload curriculum and conduct regular training sessions Compliance Risk Assessment Semi-annually Upload risk evaluation with mitigation strategies Incident Response Protocol Within 150 days of hire Upload cybersecurity-aligned procedures for incident response Quarterly Governance Status Reports Every 3 months Provide updates on metrics, training, compliance, and improvements Audit Support Documentation As required Prepare documentation for audit readiness
Required Qualifications:
  • Bachelor’s degree in Public Administration, Data Governance, Information Management, or a related field.
  • 3–5+ years of experience in program/project management, data governance, policy development, or public sector analytics.
  • Strong understanding of data privacy, compliance, and risk management.
  • Excellent communication and stakeholder engagement skills.
  • Proficiency with project management tools and dashboards (e.g., Excel, Smartsheet, Asana, or similar).
  • Experience with internal audits, documentation, and evidence tracking.
  • Ability to manage deadlines across multiple deliverables with attention to detail.

Preferred Qualifications:
  • Experience working with What Works Cities, Results for America, or similar government certification programs.
  • Familiarity with data-driven performance management in public sector environments.
  • Knowledge of Bloomberg Philanthropies initiatives or city innovation programs.
