The Office for Students with Disabilities (OSD) provides the tools and resources to ensure that all diverse learners receive a high-quality public education that prepares students for success. OSD is responsible for student evaluations, creating and monitoring Individualized Education Programs (IEPs), and working with schools, staff, and families to fulfill these plans toward greater student development and achievement. A critical area within the Office is to provide financial and operational support to schools, networks, and central office departments, including but not limited to the allocation of special education resources to CPS schools so that every child is provided with the services outlined by a student's IEP.

Job Summary: 

Reporting to the Deputy Officer, this role is primarily responsible for ensuring stakeholders have access to data reporting over the course of the year that is timely, accurate, and relevant.  The Data Manager will be responsible for ensuring that data needs are aligned to the cohesive reporting strategy in collaboration with the Deputy Chiefs, to track programming data for process improvement and evaluation.  The Data Manager will work closely with the Department of Information & Technology Services to ensure reporting is aligned with district definitions, executed using established quality assurance processes, and meets the needs of schools and networks.

The Data Manager will be held accountable for the following responsibilities:

  • Design and execute a strategic plan for data process improvement across OSD
  • Act as dotted-line supervisor to the OSD data team, consisting of all data-focused roles across departments, supporting their training and development, and performance management in partnership with their department-level supervisor
  • Lead Office-wide efforts to establish and optimize department standards on report content and design, data documentation, data management, and quality assurance processes; Engage in cross-departmental collaboration with departmental leadership and the OSD data team to ensure alignment with these standards
  • Proactively solicit and incorporate feedback from various stakeholder groups (e.g.; schools, Networks, CO) to ensure that all OSD reporting meets quality and design standards
  • Oversee the implementation of department data management and reporting standards
  • Build, manage, document, and maintain queries through SAS and SQL Server
  • Ensure report assets abide by FERPA, SOPA, and Chicago Public Schools guidelines regarding data security and privacy
  • Lead the OSD data team in gathering and translating business requirements from school, network, and district stakeholders into report designs
  • Communicate reporting changes, enhancements, and modifications verbally or through written documentation to management and other team members
  • Provide the OSD data team with professional development opportunities
  • Develop, document, and maintain detailed query specifications and report inventory related to reporting content
  • Research, coordinate, and complete special projects as necessary
  • Participate in District’s Data Analyst User Group
  • Act as the primary liaison between OSD, and the Department of Information & Technology Services to ensure reporting-relevant workstreams are synchronized across departments
  • Other duties as assigned

In order to be successful and achieve the above responsibilities, the Data Manager must possess the following qualifications: 

Education Required:

  • Bachelor’s degree from an accredited college or university required, preferably  in Computer Science, Business, Information Systems, or a related field of study
  • Master’s degree preferred 

Experience Required:

  • Minimum of five (5) years of professional data management and/or data analysis experience
  • Minimum of five (5) years of professional experience with cross-departmental project management, preferably on projects related to technology or data
  • Minimum of three (3) years of direct work experience in Business Intelligence and Analytics preferred
  • Minimum of two (2) years of experience in managing BI tool development or reporting across an organization preferred
  • Significant experience working with school, network, and/or district leadership in a coaching, collaborative, or consultative role strongly preferred

Knowledge, Skills, and Abilities:

  • Knowledge of data warehousing
  • Understanding of star-schema data modeling
  • Excellent report writing, analytical, and project management skills, with excellent attention to detail
  • Strong communication skills; speaking, listening, and writing
  • Knowledge with SQL and SAS
  • Proficient in developing visualization reports and dashboards
  • Proficient in building out automated data validation and building inadequate controls to ensure ongoing data quality
  • Knowledge with education data, school data cycles, and school teaming structures is strongly preferred

Other Requirements

  • Must work with approved enterprise analytic toolsets (SAS or SQL)
  • Adhere to a set of guiding principles for analytic practice as established by the Data Governance Council

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:

  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions; however, all CPS employees must be residents of Illinois.
