DIVISION – MARKET ANALYSIS

The Market Analysis Division oversees electric markets subject to competition. Market Analysis monitors compliance with rules relating to the operation of the retail and wholesale electricity markets within the ERCOT power region to ensure well-functioning markets, efficient prices, adequate generation capacity and customer protections.

Market Analysis supports the Commission's participation in a variety of proceedings before the Federal Energy Regulatory Commission (FERC) and the Environmental Protection Agency (EPA) to protect the interests of Texas Electric ratepayers and stakeholders. It also supports the Commission's participation in the Southwest Power Pool (SPP), Mid-Continent Independent System Operation (MISO) and Western Energy Imbalance Market (WEIM) activities to protect the interests of Texas ratepayers located in the non-ERCOT areas of Texas.

The Data Analytics team established in 2023 within the division to support and enhance PUCT’s capability to make better, data-driven policymaking and rulemaking decisions.

In addition, division tracks, monitors and reviews annual and semiannual reports, letters of credits filed by the REPs (Retail Electric Providers) to ensure financial compliance with the Commission rules.

Market Analysis is seeking a Power Markets Analyst with a strong initiative, a passion for the utility regulatory industry, and a drive to grow their career, knowledge, skills, and experience performing complex to highly advanced analysis of policy and economic issues associated with the electric markets in Texas. Work involves participating in and leading projects, rulemakings, legislative analysis, and related policy-development activities. Work involves extensive contact with Commission attorneys, industry representatives, and other professional staff. Work under general to minimal supervision, with moderate to extensive latitude for the use of initiative and independent judgement.

 

Qualifications

 

The ideal candidate should possess the following minimum qualifications:

Economist II: Bachelor’s degree with major coursework in economics, statistics, energy resource economics, business administration, engineering, or public policy.

Economist III: Bachelor’s degree with major coursework in economics, statistics, energy resource economics, business administration, engineering, or public policy and two (2) years of full-time professional experience in a position involving economic or statistical analysis, regulatory analysis, data analysis, policy analysis, operations research, analyzing US energy markets with a particular focus on electric power, or energy business development and operations. Or a Master’s degree with major coursework in economics, statistics, energy resource economics, business administration, engineering, or public policy and one (1) year of full-time professional experience in a position involving economic or statistical analysis, regulatory analysis, data analysis, policy analysis, operations research, analyzing US energy markets with a particular focus on electric power, or energy business operations.

Economist IV: Bachelor’s degree with major coursework in economics, statistics, energy resource economics, business administration, engineering, or public policy and four (4) years of full-time professional experience in a position involving economic or statistical analysis, regulatory analysis, data analysis, policy analysis, operations research, analyzing US energy markets with a particular focus on electric power, or energy business development and operations. Or a Master’s degree with major coursework in economics, statistics, energy resource economics, business administration, engineering, or public policy and three (3) years of full-time professional experience in a position involving economic or statistical analysis, regulatory analysis, data analysis, policy analysis, operations research, analyzing US energy markets with a particular focus on electric power, or energy business development and operations.

Preferred Qualifications:

  • Experience or familiarity with electric regulation and organized wholesale markets.
  • Experience with developing technical reports.
  • Experience with programming languages (e.g., Python), data pipeline and querying tools (e.g., SQL), statistical/mathematical software (e.g., R), or data visualization tools (e.g., Power BI).
  • Experience with software version control systems (e.g., Git) and continuous integration/continuous development.

WORK SCHEDULE 
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.

Salary commensurate with qualifications. The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.

  • The Public Utility Regulatory Act imposes certain restrictions on PUCT employees’ investments, professional activities, and relationships with public utilities, with some limited exceptions. PUCT employees are also prohibited from having a financial interest in a public utility, an affiliate of a public utility, and a person a significant portion of whose business consists of furnishing goods or services to public utilities or affiliates.
