The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The GIS Analyst Senior position will assist in the development and adherence of GIS standards to ensure the creation, administration, and use of the most current and best quality geospatial data and tools across the Division of Emergency Management. Will provide spatial and technical solutions while working with project managers and project stakeholders to support the Division's enterprise GIS and other project needs. This position functions as a technical expert by coordinating meetings, facilitating training, and producing technical and user documentation to support internal and external customers. Develops budget requests and makes hardware and/or software recommendations. Assigned to the State Emergency Operations Center (SEOC) Plans Section during activation or exercises, or other SEOC positions as required. Performs other duties as assigned.

Job Duties:

Responsibilities include:
• Prepares or coordinates preparation of maps and geospatial dashboards; analyzes and interprets statistics and planning data for developing plans during emergency incidents, exercises, steady state operations, and long-term planning and preparedness goals. Researches and learns new technologies and/or workflows; participates and/or leads trainings, webinars, and conferences to foster growth
• Designs and produces cartographic products including hard copy maps, configurable web and mobile applications, and web services for both internal and external consumption
• Supports, troubleshoots, and maintains spatial systems, including desktop applications, web services, and configurable web and mobile applications; develops, tests, populates, and maintains spatial databases residing in relational database management systems
• Provides technical support to both internal and external customers. Coordinates requirements, schedules and activities with team members and project managers to ensure that the Department’s goals and overall vision are being met
• Works collaboratively with others on a variety of technology and technology support projects. Coordinate with the Situation Unit Leader (SitL), any assigned Technical Specialists, and the Documentation Unit Leader (DOCL) for collecting, interpreting, and displaying situational awareness information; acts as a technical specialist, crisis information management system operator, and/or GIS specialist as part of the Situation Unit, and backup/alternate SitL
• Assists in the development of policies and procedures related to GIS implementation, including standards and quality assurance protocols. • Personally, prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and / or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• GIS theory and concepts
• Map projections and coordinate systems
• Database management systems such as Microsoft SQL Server, PostgreSQL, Oracle, etc.
• Esri technologies including ArcGIS Desktop/ArcGIS Pro (Spatial Analyst Extension), ArcGIS Online, and ArcGIS apps (Collector for ArcGIS, Survey123 for ArcGIS, Web Appbuilder for ArcGIS, and Esri Story Maps)
• Esri’s Model Builder and/or ArcPy, or other programming languages for automation

Skilled in:
• Data Programming / Software skills (e.g. SQL, Python)
• Intermediate / Advanced data manipulation from a SQL based database/warehouse
• Establishing and maintaining interpersonal relationships with internal and external stakeholders
• Providing technical support and formal and informal instruction to end users


Ability to:
• Gather, read, interpret, and maintain data for various reports, end users’ needs and management requests
• Create, modify, and manipulate advanced and highly complex datasets and have the understanding and ability to use and put into practice theories and processes of programming languages used in GIS
• Do advanced and highly complex analysis and modeling to produce reports and complex technical documentation
• Provide and maintain Technical Support to end users
• Write clear, concise, and accurate reports

Selective Preference(s):

Preferred Education
Bachelor's degree in Computer Science, Geographic Information Systems, Information Technology, Statistics, or a related field and 1+ years experience performing data analysis, business intelligence, or software development including Tableau, Power BI, ArcGIS, or similar tools, and SQL; or completion of Industry Accepted Certificate program with 1+ years experience performing data analysis.
