The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.
Position Overview: The Texas Education Agency is responsible for oversight of the primary and secondary education of over 5.4 million students in Texas public schools. The Leadership & Instructional Foundations for Texas (LIFT) division is driven by the core belief that every student can learn and content matters. The division supports Texas districts and schools in 1) adopting and implementing high-quality instructional materials (HQIM) such as Bluebonnet Learning to provide all students access to rigorous, grade-level content and instruction every day and 2) implementing effective district and campus systems to support teachers with coaching, observations, planning instruction, and other important contributors to high-quality instruction.
To support districts in the effective use of HQIM, TEA is investing in the development of professional learning and job-embedded support to educators, instructional coaches, and school and district leaders through a variety of initiatives such as Strong Foundations, Texas Instructional Leadership, and Leadership and Instructional Foundations for Texas.
The LIFT division is seeking a research and data analyst who will be responsible for collecting and analyzing performance and research data to inform and improve the division's research activities and grants. This involves creating surveys using Qualtrics, managing data through various platforms and workflows, and building dashboards and visuals to be used by internal stakeholders at TEA. This position requires the ability to work with school districts, regional education services centers, public charters, vendors, the US Department of Education, and internal stakeholders at TEA.
Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Performance Data Management and Reporting: Creates/manages data collection instruments and organizes existing data to report on internal workstream and individual performance metrics.
2. Research Collection and Data Management: Creates, administers, and reviews research instruments that gather data, such as surveys, focus groups, interviews etc. and manages their associated data.
3. Analysis and Reporting: Provides useful data analysis and reporting. Includes building and/or managing internal facing dashboards, data visuals, presentations, and/or reports to be used by internal stakeholders to support grants, research, and internal reporting.
4. Research Design and Long-term Strategy: Communicates findings and key recommendations gained from insights generated from analysis of program data through facilitation of meetings and presentations.
Qualifications
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least three (3) years of experience in a discipline that requires research design, analysis, and reporting of programs
• Substitutions: An advanced degree may substitute for two years of required experience
Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Experience researching education programs is preferred
• Passion for working with data, measuring performance, and making decisions based on quantitative or deductive reasoning
• Experience with research design and data collection through surveys, observation, interviews, and/or focus groups
• Experience as an educator or in an educational setting, preferably in Texas K-12 schools
• A desire to be a team player and find flexible solutions to meet stakeholder needs
• Excellent written and verbal communication skills
• Experience developing surveys in Qualtrics
• Advanced Excel knowledge with expertise in data cleaning, manipulation, and analysis functions
• Experience with data visualization tools like Power BI, Tableau, Google Looker Studio, etc.
• Comfort with delivering presentations, and the ability to explain data insights in an engaging and clear manner to an audience with a variety of data backgrounds
• Proficiency with either R or Python
• Proficiency with statistical analyses/modeling including t-tests, linear regression, and ANOVA (Preferred)
• Proficiency with SQL (Preferred)
