ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include, but are not limited to: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.

The Branch provides SACT with advice pertaining to strategy and policy matters at the political and military levels. It coordinates the development of unfettered military advice and Transformation and Adaptation Plans and Policy, ensures coherence of ACT’s internal work strands in relation to overarching NATO policy and strategy, and supports the Commander’s engagements in areas relevant to policy and strategy. The Branch maintains a persistent relationship with the NATO Strategic Direction (South) Hub on Deterrence & Defence matters.

The incumbent will work in the MDO Implementation Team, reporting to the Multi Domain Operations Team Leader, supporting the development, delivery, and implementation of the MDO, enabling cross-directorate and cross-Bi-SC efforts.

Principal Duties:

  • Develop the MDO Implementation strategy alongside a programme of works, in accordance with applicable NATO guidance, to include the development of reports, briefings, papers, or other deliverables that contribute to a better understanding of the vision towards an MDO-enabled Alliance.
  • Develop an MDO Risk Assessment in coordination with ACT and ACO activities, and in accordance with applicable NATO guidance, to include the development of reports, briefings, papers, or other deliverables that contribute to better management and understanding of risks and opportunities for MDO implementation.
  • Coordinate activities and milestones connected to MDO implementation ensuring analysis and identification of trends and linkages to be included into the MDO Implementation Programme and maintenance of the MDO Roadmap, to include the development and delivery of reports, briefings, papers, or other deliverables.
  • Assist the MDO Implementation Team Lead to review and coordinate activities and engagement with ACO, especially regarding the management of taskers in the Task Tracker and in concert with the Bi-SC MDO Steering Board.
  • Develop and provide point papers and briefings on current and long term trajectories in relation to MDO implementation.
  • Assist the delivery of the MDO Steering Boards, MDO Conferences, and other engagements in coordination with ACO and other NATO entities.

Essential Qualifications / Experience:

  • University Degree  in history, geography, politics, economics, operations research or related discipline  and 4 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Bachelor of Science with Honours (BSc Hons) degree in a national security-related field with at least 4 years’ experience in international organization and / or national governmental.
  • Four years' Policy development and strategic analysis experience.
  • Four years' Strategic planning and engagements experience.
  • Four years' Warfare development-related experience.
  • 4 years' experience in project management, financial management and programming.

 Language:

English – SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Masters degree in a national security-related field with at least 5 years’ experience in international organization and / or national governmental required.

Attributes/Competencies:

Personal Attributes:

  • Must be able to liaise effectively, both internally and externally, with military and civilian personnel from the rank/position equivalent of OF-3 up to the OF-7 level. Internal contacts are with DCOSs, Chief of Staff, DSACT, and SACT and external contacts are with a broad range of civil agencies and organizations as well as the academic and industrial community.
  • Strong critical thinking and problem-solving skills; ability to work in a team environment

Managerial Responsibilities:

  • Controls daily work priorities and may influence the MDO Team and MDO Steering Board priorities.

Professional Contacts:

  • The incumbent will be required to attend MDO implementation related meetings/conferences and speak on behalf of the COS ACT and the MDO Implementation Team relating to endorsed MDO implementation related initiatives and activities

Contribution To Objectives:

  • The incumbent’s work will directly impact the objectives of the MDO Implementation Team.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
