Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO), consistent with IRM policies, planning and prioritisation it serves as the focal point for the development and execution of ACO’s IRM at the military-strategic level to include the associated ACO wide processes of Planning, Performance Management, and Risk Management across the three resource pillars (Workforce, Military Budget and NATO Security Investment Program), in close coordination with SHAPE J8; it develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process.

The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP).

The Operational Requirement Management Branch (ORM) is the focal point for managing ACO’s role as Operational Requirements Authority (ORA) through the entire capability delivery process.

The Urgent Requirements Lifecycle Section (URL) coordinates the identification, collection, processing, reporting, distribution and coordination of all Urgent Operational Requirements (UOR).

The post holder is the Requirements Management Coordinator for assigned Urgent Requirements and Minor Works. The incumbent manages the requirement through the whole lifecycle and is coordinating, supporting, facilitating, monitoring, advocating and educating all ACO Urgent Requirement matters across the entire areas of development and fulfilment within the context of Infrastructure, CIS, RLS, Movement and Transportation.

Principal Duties

1.     Coordinates the UOR definition with Action Officers at SHAPE, Consults with the Allied Command Transformation (ACT) liaison element and the NATO Office of Resources (NOR) about current and emerging UOR.

2.     Provides advice to subordinated commands and their Requirement Boards to assure accurate and consistent requirement definition documents.

3.     Leads the cross-functional coordination of “Lines of Development” in pursuance of the capability requirement for urgent requirements.

4.    Acts as Resource Management Coordinator (REMCO) for assigned UORs, fulfilling a quality assurance function, and is responsible for providing requirements management advice to the Operational Requirements Team (ORT) ensuring that approval and change management processes are adhered to.

5.     Analysis the content of UORs, in particular the Operational Impact Statements, the urgency, timelines and justifications.

6.    Contributes to every board and MDSOC working group meetings, when it is required to inform the stakeholders of ongoing UR.

7.    Manages all training aspect in conjunction with the UR-Process in line with the NSIP regulations.

8.    Provides lessons learned and works to adjust the process for Urgent Requirements Delivery.

9.    Works under the overall coordination of the Planner (Requirements and Resources).

 

SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The post requires a great deal of duty travel. During the tour of duty the incumbent of the post may be required to attend other training courses. Could be required to work outside normal working hours

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment.

Essential Qualifications

a. Professional/Experience

1.     Minimum of 6 years' experience in a requirements management organization.

2.     Experience in a cross functional and multi-cultural environment.

3.     Ability to translate demanding and urgent requirements/issues into a strategic context and ensures coherence and consolidation with the desired effect.

b. Education/Training

University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post and function related experience.

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

a. Professional Experience

1.     Sound understanding of capability-management policies, including NSIP, programming, authorization and implementation procedure.

2.     Experience to recognize when financial, legal or technical issues are material to requirement decisions and procedures.

3.     Experience in track-record in project.

 

Attributes/Competencies

Personal Attributes: The incumbent will be required to have a comprehensive ability to reason, analyze, arrive at clear recommendations and develop systems and plans to address the complex and changing business challenges found across ACO. The individual will need to be able to work independently, initiate work, be innovative, draw on experience, and show sound judgment to influence decisions across, and up to the highest level of, the ACO organisation. The incumbent will be able to present cogent and convincing oral and written submissions at the 4-star level using reasoned logic and insightful analysis of performance results. An experienced individual, quick of mind, agile in actions, able to use tact, diplomacy and determination to achieve the organisation’s goals. The individual must be able to instill confidence in others while managing the complexities of change throughout ACO. He/she must be able to multi-task and to work under pressure to achieve operational objectives and other deadlines.

 

Professional Contacts: The incumbent will routinely interface with a variety of individuals and organisations, including the following: regularly with the Operational Requirements Review Board (ORRB) and its representatives (when preparing for, and attending, Board

meetings), with senior and specialist staff, both internal and external to SHAPE, that has responsibility for setting, achieving or supporting the delivery of capability to support SHAPE-led operations.

 

·  Contribution To Objectives: The incumbent will act and advise others to ensure that four broad policy objectives are supported:

1.     To ensure that all capabilities required for SACEUR’s mission are adequately planned, prioritized, resourced and delivered in a timely fashion.

2.   To ensure that all submissions to NATO HQ requesting decisions on resources and capabilities take into account all Lines of Development, are in line with applicable integrated resource policies and are supported strongly.

3.     To ensure consistent and professional representation of SHAPE’s position in all related NATO committees.

4.    To ensure the continuous provision of professional advice on all capability-related issues to senior staff in SHAPE and other HQs in order to support optimal decision making.

 

REMARKS: 

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).  Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
