Information Management Associate

Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

Skills and Competencies
Proficiency in data collection, processing, and visualization tools such as KoboToolbox, ActivityInfo, Power BI, Excel, and familiarity with UNHCR corporate platforms (e.g., Operational Data Portal).
Basic knowledge of R for data analysis and visualization is required; familiarity with scripting or programming languages (e.g., Python, JavaScript) is an asset, particularly for automation and integration of IM tools.
Strong analytical skills to support the development of dashboards, reports, and other information products.
Excellent communication skills in English and Spanish, both written and verbal.
Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
Team-oriented mindset, with the ability to work collaboratively in a multicultural and multidisciplinary environment.

Experience
Relevant experience in information management, data analysis, or humanitarian operations, ideally within the UN system or international organizations.
Experience supporting field operations or regional activities in the context of displacement, migration, or mixed movements is highly desirable.
Prior involvement in inter-agency platforms (e.g., R4V, Human Mobility Coalition) or support to HRPs and HNOs is an asset.
Experience in training or capacity-building activities for staff, partners, or government counterparts

Education and Background
Completion of secondary education with post-secondary training or certification in information management, data science, statistics, GIS, computer science, or related fields.
A university degree in a relevant field is an asset and may be accepted in lieu of some years of experience.

Other Requirements
Familiarity with the regional context of the Americas, including displacement trends and humanitarian coordination mechanisms.
Demonstrated ability to work with sensitive data and uphold principles of data protection and confidentiality.

Nature of Position:

The position of Information Management Associate (G6) is based at UNHCR’s Regional Bureau for the Americas in Panama City, within the Data, Identity Management and Analysis (DIMA) Unit. The incumbent works under the direct supervision of the Information Management Officer (P3 IMO) and provides technical support to information management activities across the region.

The Information Management Associate supports the development, maintenance, and use of data systems and tools that enable evidence-based decision-making. This includes assisting with data collection, cleaning, analysis, and visualization using platforms such as KoboToolbox, ActivityInfo, Power BI, RStudio, Adobe Suite and the Operational Data Portal (ODP). The incumbent also contributes to the production of information products such as dashboards, maps, and reports that support operational planning and monitoring.

The role involves providing technical assistance to country operations and Multi-Country Offices in the Americas, particularly in the implementation of information management tools and methodologies. The incumbent may also support the development of regional information products and systems in collaboration with thematic units such as Protection, Programme and Monitoring & Evaluation.

The Information Management Associate contributes to capacity-building efforts by supporting training sessions and offering day-to-day technical guidance to colleagues, partners, and national authorities. The position requires strong analytical and problem-solving skills, attention to detail, and the ability to work effectively in a multicultural environment.

Familiarity with regional dynamics, particularly in the context of mixed movements and displacement in the Americas, is an asset for this role. Proficiency in English and Spanish is essential for effective communication and support.

Living and Working Conditions:


Panama City is classified 'A' Duty Station (Family) and has good infrastructure (health, housing, banking, transportation, telecommunications and recreational facilities) and good supply of goods and services, with no particular health hazards. -In terms of security Panama is relatively safe compared to other cities throughout Latin America and it is rated as security level '1 minimal' whereas for Darién Province (border with Colombia) it is security level '2 low'. The city is a communication hub and it is possible to fly to all countries of the region with direct flights and it offers good options for travelling in general. -UNHCR offices are located in the Canal Zone, in a green area outside the city centre called 'Ciudad del Saber' where most of the other UN Agencies are also located, as well as International Schools, NGOs and research centres, etc. -The cost of living is relatively high for the region (reflected in the post adjustment), especially for housing and health, but it is easy to find accommodation on the private market, including in the area of the office in houses or in the city centre towers in modern apartments. Most of the food is imported except for sea products and some fruits and vegetables. There is a wide range of international schools, several of them offering IB curriculum including some in the office area. -In terms of recreational activities, Panama being a hub for the purchasing of goods for neighbouring countries, the city offers a lot of malls and doing shopping and going to malls is a common weekend activity. Cultural offer is limited but there is a good offer of restaurants and a dynamic nightlife. Beaches on the Pacific and Atlantic coasts are reachable within one hour by car or by boat directly from the city and there are some options for hiking too. There is also a relatively good range of sports activities.
