OVERVIEW:
We are seeking a strategic and collaborative Manager, Information & Data Governance to lead the development and execution of enterprise-wide practices in Information Lifecycle Management & Governance, Data Governance, and Data Quality. Reporting to the VP, Data, this role is critical to building trust in our data assets by ensuring they are well-governed, high-quality, and managed effectively across their lifecycle.
You will be responsible for establishing and operationalizing frameworks, policies, and tools that support the secure, compliant, and value-driven use of data. This role partners closely with business and technical teams to embed stewardship, improve data quality, and enable a data-centric culture that supports innovation, compliance, and confident decision-making from data acquisition or creation to destruction.
WHAT YOU WILL DO:
Establish and lead Information Lifecycle Management Practices – Design and implement enterprise-wide ILM frameworks that ensure the effective governance, storage, retrieval, and secure disposal of data, records, and information assets across their lifecycle. Promote practices that build trust in the integrity, availability, and compliance of our data.
Establish and lead a new function by building a high-performing team from the ground up, defining roles, responsibilities, and success measures aligned with our enterprise strategies.
Define and enforce data, information and records retention, archival, and secure disposal policies in alignment with legal, regulatory, and operational requirements. Ensure these practices are automated where possible and auditable across structured and unstructured data sources.
Advance Fit-for-Purpose Governance and Quality Practices – Develop and operationalize policies, processes, and tools that strengthen the standardization, consistency, reliability, and usability of data. Ensure these practices are adaptable to business needs while meeting regulatory and operational requirements.
Develop and Execute the Governance and Quality Strategy – Lead the creation of the vision, strategy, framework, and roadmap for data governance and data quality. Contribute to the broader enterprise data strategy, including defining what data is acquired, retained, and used—and for what purpose.
Drive Master Data Management (MDM) Maturity – Establish and evolve MDM practices across the enterprise. Partner with data stewards and custodians to ensure item masters are defined, actively managed, and aligned with enterprise data standards.
Define and Monitor Data Quality Metrics – Ensure Key Quality Indicators (KQIs) are established, monitored, and used to drive corrective and preventive actions. Support data profiling, issue investigation, and resolution planning in collaboration with business and technical teams.
Coach and Enable Data Stewards and Custodians – Provide guidance and support to help stewards define “fit-for-purpose” data, establish metrics, and implement prioritized actions to improve data quality and usability.
Champion a Data-Centric Culture – Build and nurture an active community of data stewards and citizen developers. Coordinate data councils, foster cross-functional engagement, and advocate for data governance and quality across the organization.
Collaborate Across the Data Organization – Work closely with Data Engineering, QA, Privacy, Legal, and Security teams to embed governance, quality, and ILM practices into all data-related initiatives. Ensure alignment with compliance, security, and innovation goals.
Regulatory Readiness & Audit Support – Partner with Compliance and Audit teams to ensure ILM and governance practices support regulatory readiness and audit response.
Evaluate and Integrate Supporting Technologies – Assess and implement tools that enable effective information lifecycle management, metadata management, and automated monitoring of data retention and quality. Define and evolve the roadmap for ILM and governance tooling in alignment with enterprise architecture and data platform strategy.
Data Ethics & Responsible Use – Promote ethical data use and transparency in data handling, especially in support of AI/ML initiatives, and to support effective decision making.
Measure and Improve – Defines and track KPIs related to governance adoption, data quality, and ILM maturity. Drive continuous improvement through feedback loops, audits, and automation.
Lead and Inspire – Manage a team of governance and quality professionals, providing strategic direction, mentorship, and subject matter expertise to elevate data practices across the organization.
WHAT YOU WILL HAVE:
A related technical degree or diploma in Information Management, Computer Science, Information Technology, or a related field, or equivalent combination of education and experience.
7+ years of experience in information lifecycle management, data governance, data quality, or related domains.
At least 5–7 years of experience leading teams, including building new functions, hiring, coaching, and developing high-performing professionals in a newly established function.
Demonstrated success in designing and operationalizing governance frameworks, ILM policies, and data quality programs.
Strong understanding of data privacy regulations (e.g., POPA, HIA, PIPA, PIPEDA), compliance frameworks, and risk management practices.
Familiarity with metadata management, data cataloging, and governance tools (e.g., Collibra, Informatica, Microsoft Purview).
Knowledge of records management principles and practices, including retention scheduling, legal holds, and electronic records compliance is an asset.
Experience advancing Master Data Management and working with business-led stewardship models.
Working knowledge of industry frameworks and standards such as DAMA-DMBOK (Data Management Body of Knowledge).
Excellent leadership and communication skills, with a proven ability to foster a positive, inclusive team culture and influence across business and technical teams.
A passion for data literacy, enablement, and building a data-centric culture where information is both protected and used.
