The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, Certification, and Enforcement (EPCE) department in the collection, reporting, and analysis of data related to the preparation and certification of educators, the oversight of educator preparation programs (EPPs), and the State Board for Educator Certification (SBEC). The PREP Allotment sub-group sits within the EDRS-EPCE unit.
The Director of Data and Research for Preparing & Retaining Educators through Partnerships (PREP) Allotment plays a key role in managing work connected to the Prep Allotment, which is mandated from House Bill 2. This work provides data and research support to drive the implementation of programs that will improve the quality educator preparation in the State of Texas. This director does this by managing a team using SAS, Stata, SQL, PowerBi, Excel, and other software to develop complex descriptive and analytical data products to inform implementation, outcome, and impact goals for teacher residency, teacher apprenticeship, strategic staffing models, and teacher mentorship programs.
This director co-develops annual work for the aforementioned divisions, designing, assigning, producing, and providing feedback on the execution of the data and research projects. This professional also manages their team to optimize the production of a data warehouse for the EDRS team (and other requesting units across TEA) enabling the rapid development, testing, and production of data and research for supported client units. As part of this work , the director implements SAS, PowerBi, and HTML code to annually update the full body of completed studies maintained by the EDRS-EPCE division, including studies on educator employment, certification, and retention. The person in this role leads the selection of analytical and data management tools for projects within their team and serves as the key subject-matter expert on teacher residency, apprenticeship, strategic staffing, and mentorship data. This includes making use of Smartsheet and other specialized TEA systems to oversee, support, evaluate, and grow their entire team to meet the needs of their client units.
This position oversees the work of other staff within the PREP Allotment sub-unit of the EDRS-EPCE unit.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Analytic, Evaluative, and Data Visualization, and Data Strategy Support for Quality Educator Programs: Designs, develops, and implements data projects using specialized systems including SmartSheet to manage work with client units in the Quality Educator Preparation and Talent Pathways teams; Assigns work to analysts across the Quality Educator Preparation and Talent Pathways teams; Executes analytic, evaluative, and data visualization projects for Quality Educator Preparation and Talent Pathways teams leveraging SAS, Stata, PowerBi, HTML, and SQL programming to do so; Provides data strategy consultation across teams increasing coordination and communication across Quality Educator Preparation and Talent Pathways leadership; designs, oversees, and executes quality control procedures that result in accurate data products
2. Data Warehouse Management: Works with the EDRS team leadership to define, implement, and enhance processes that promote and enable the strategic use of the EDRS-EPCE data infrastructure within TEA agency and by the general public; this includes defining data governance procedures and data infrastructure (including maintaining and managing the Program Area Data Warehouse); conducts necessary research to understand evolving user needs and selects appropriate technological tools to ensure the warehouse is user friendly; maintains documentation for Program Area Data Warehouse and associated processes.
Partners with relevant stakeholders to understand their data and policy needs, incorporates feedback, and communicates recommendations; applies strong data management and quality control practices; provides input and review for others' work; independently maintains relationships with relevant program leads on “client” teams
3. Quality Preparation and Talent Pathways Data Subject Matter Expert: Serves as a subject matter expert for data related to public reporting, teacher residencies, apprenticeships, strategic staffing, and teacher mentorship in the State of Texas; leverages technologies such as govdelivery and Siteimprove to coordinate public communication and measure the effectiveness of public communication on public reporting use; supports coordination with key data from teacher residency, apprenticeship, strategic staffing, and teacher mentorship to ensure the dissemination of key information to the Texas Education Research Centers and for Public Information Requests
4. Public Reporting Standard Setting and Production: Serves as a subject matter expert for data related to public reporting, teacher residencies, apprenticeships, strategic staffing, and teacher mentorship in the State of Texas; leverages technologies such as govdelivery and Siteimprove to coordinate public communication and measure the effectiveness of public communication on public reporting use; supports coordination with key data from teacher residency, apprenticeship, strategic staffing, and teacher mentorship to ensure the dissemination of key information to the Texas Education Research Centers and for Public Information Requests
5. Manage Specialized Staff: Executes hiring, supervision, evaluation, and compensation activities for the quality preparation sub-group within the EDRS-EPCE team; advises team in pursuit of increased skill development and career opportunities including heavy focus on technical skill development with coding, project management, client relationships, and strategic support; designs structures and systems to increase efficiency and manage workloads for all staff
Qualifications
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least six (6) years of experience in advanced statistical processes and large data set use in fields including education policy research, econometrics, demography, education efficacy, data science, or predictive analytics
• Substitutions: An advanced degree may substitute for two years of required experience
Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• A desire to self-reflect, give/receive feedback and continuously improve
• Ability to plan, organize, manage, and execute multiple work streams and projects at a high quality with minimal supervision
• Experience with leading complex data projects using descriptive and inferential analytic approaches to produce research, reporting, or other types of data products
• Experience in maintaining effective working relationships across several business units
• Excellent writing and oral communication skills, including proficiency with documenting standards and procedures of work
• Skill in using statistical software, including strong skills in SAS (or similar statistical software)
• Expertise with programming techniques and languages used in relational databases, including SQL
• Experience in developing tools in business intelligence software, including PowerBI, Microsoft Access, Microsoft Excel, and ArcGIS
• Experience with designing and generating high-quality reports and visualizations suitable for a range of audiences including file and accessibility management using data science principles
• Experience with analyzing structured and unstructured data systems and identifying improvements to data system management and collections
• Familiarity with interpreting statutes, administrative codes, and written policies; Texas Administrative and Education Code preferred
• Knowledge of Texas Educator Preparation and Certification, Teacher Residency Programs, Strategic Staffing Models, or Teacher Apprenticeship systems preferred
