Job Description
The Railroad Commission of Texas (RRC) seeks a Microsoft (MS) SQL/SQL Server Database Administrator (DBA) to provide support for critical agency Microsoft based applications such as the LoneStar Oil and Gas application and GIS Enterprise cloudification applications. This role provides technical leadership for the consuming application as well as configuration, maintenance, and performance of critical MS SQL Server systems that have complex data flow between multiple platforms using multiple tools, technologies and consuming tools include MuleSoft, SQL Server Integration Service, MS SQL Server databases products (SSIS), Snowflake, Power BI (Data Analysis Expressions – DAX), Informatica, ESRI Enterprise. The candidate is expected to perform complex data analysis and data research work. Candidate must also be capable of planning and assign the work to others. The ability to review and analyze user requirements, procedures, and problems to automate processing or to improve existing systems. The successful DBA will work under minimal direction with considerable latitude for the use of initiative and independent judgment. This is a “hands-on” position requiring solid technical skills, as well as excellent interpersonal and communication skills.
Essential Job Duties
Manage SQL Server databases (v19.1 or higher) that include the following:
- Database Management including backups, recovery, maintenance, export, import, and mass data loads.
- Setting up and monitoring multiple SQL Server instances in a cluster environment with knowledge and maintenance of Always On Failover Cluster instances
- Analyzes and generates all tables and index statistics.
- Monitoring and resolving all data lock issues
- Check all statistics related to memory, locks, I/O, database response time, wait events, tops sessions and background processes.
- On-Line Transaction Processing (OLTP) to capture, validate and store large amounts of transactions.
- Create indexes to achieve critical dataset response time for time sensitive reports.
- Configure and maintain database servers and processes, Monitor system’s health and performance.
- Performance tuning as well as ensuring high levels of availability, sustainability and security.
- Assist developers with query tuning and schema refinement.
- Perform scheduled maintenance and support release deployment activities after hours/weekends.
- Ability to build and optimize data sets, data pipelines, and architectures.
- Ensure data accuracy, promote data quality and transform data into more useful formats.
- Ability to perform root cause analysis on external and internal processes and data to identify opportunities for improvement and answer questions.
- Ability to build processes that support data transformation, workload management, data structures, dependency and metadata.
- Proactively monitor SQL Server maintenance tasks, troubleshoot failed jobs and resolve issues in a timely manner.
- Analyzes business area rules and/or data sources for the purpose of producing reporting guidance on solutions for agency stakeholders. Completes internal ITS reporting requests using software development lifecycle methods and approved reporting tools.
- Collaborate to analyze data for projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during development and implementation and post implementation stages.
- Analyzing and translating business needs into long-term solution data models
- Reviewing modifications of existing systems for cross-compatibility
- Updating and optimizing local and metadata models
- Developing best practices for data coding to ensure consistency within the systems
- Preparation of charts, diagrams, and tables that depict the present and proposed systems or results as identified in the requirements.
- Identifies process improvements - Implementation of new or enhanced team processes or procedures relating to public information requests, reporting systems and development of reports.
- Creates and/or maintains guidance documentation for enterprise reporting application. Leads in the identification and resolution of system issues resulting from malfunctioning reports or other errors.
- Analyzes and defines agency disaster recovery responsibilities and procedures.
- Develops, analyzes, and revises system design procedures, program code, test procedures, and quality standards.
- Formulates logical descriptions of problems and devises optimum solutions.
- Adheres to and recommends information systems security requirements and processes in use at the agency.

Qualifications
Database Administrator III
Performs highly complex (senior-level) database administration work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may:
- Evaluate and recommend goals and objectives for the use and improvement of an efficient and cost-effective database system.
- Provide input into the development and revision of policies and procedures to guide in the use and acquisition of database software and resources designed to ensure the integrity of the database environment.
- Run SQL scripts in production environments to fix data issues.
Minimum Qualifications
- Bachelor’s degree from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred.
- Three (3) years of experience performing MS SQL Server Database Administrator functions or Azure SQL PaaS.
- Three (3) years of experience running Complex SQL queries
- Three (3) years of experience with the Software Development Lifecycle and Best Practices.
- Three (3) years of administering a server that uses SQL Server Reporting Service (SSRS) and SQL Server Integration Services (SSIS)
- Two (2) years of experience in a data related responsibilities including analysis and tuning for the database performance.
- At least two (2) years working experience in managing multiple database environments
- At least two (2) years working experience with data modeling and data modeling tools. DbSchema preferred.
- Experience and education may be substituted on a year for year basis.
- Total years of experience may run concurrently.
Database Administrator IV
Performs advanced (senior-level) database administration work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may fully perform highly complex database administration work and may:
- Coordinate and provide application and database operations triage support to troubleshoot and resolve functional and performance issues encountered in production, development, and test environments.
- Design, recommend, and implement procedures necessary to save, retrieve, and recover databases from hardware and software failures.
- Develop standards, guidelines, policies, and procedures designed to ensure the integrity of the database environment.
- Run SQL scripts in production environments to fix data issues.
Minimum Qualifications
- Bachelor’s degree from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred.
- Five (5) years of experience performing MS SQL Server Database Administrator functions.
- Five (5) years of experience running Complex SQL queries
- Five (5) years of experience with the Software Development Lifecycle and Best Practices.
- Five (5) years of administering a server that uses with SQL Server Reporting Service (SSRS) and SQL Server Integration Services (SSIS) including writing and debugging SSIS scripts.
- Three (3) years of experience in a data related responsibilities including analysis and tuning for database performance including 3 years’ experience with the SQL Server Query Optimizer and Index Optimizer.
- Three (3) years of experience working with Azure SQL PaaS with tasks that match on premise/cloud licensed SQL Instances.
- Experience working with large data sets and Data Visualizations tools like Power BI, Tableau, Qlik, or similar reporting tools
- Five (5) years working experience in managing multiple database environments.
- At least three (3) years working experience with data modeling and data modeling tools. DBSchema preferred.
- Two (2) years or more experience with SQL Server Configuration Manager, SQL Server Data Migration Assistant, and SQL Server Agent
- Two (2) years or more working with a SQL clustering including Always On Availability (AG) and Failover Cluster instances (FCI).
- Experience and education may be substituted on a year for year basis.
- Total years of experience may run concurrently.
Preferred Qualifications
- Bachelor’s degree from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred.
- Two (2) years or more experience with scripting languages (VBA. Shell Script, RESTful API development and integration, JavaScript, Perl, Ruby, PowerShell, Python, PHP) is an advantage
- Eight (8) years of experience performing SQL Server Database Administrator functions.
- Eight (8) years of experience running Complex SQL queries.
- Eight (8) years of experience with the Software Development Lifecycle and Best Practices.
- Eight (8) years of experience in database design, Physical and Logical Database modelling, ER Diagram, Slowly Changing Dimension, snowflakes & star schemas, and Facts & Dimensions tables
- Five (5) years of experience in systems analysis and design work W/Development and integration of SQL Database services in an enterprise environment
- Five (5) years of experience working with Azure SQL PaaS with tasks that match on premise/cloud licensed SQL Instances.
- Five (5) years of experience TSQL procedures development, compilation and debugging SQL Server, Stored Procedures.
- Three (3) years of experience PowerShell scripting is a plus
- Five (5) years of hands-on Database Administration experience on SQL Server 19.1
- Three (3) years of hands-on Database Administration experience on Azure SQL PaaS
- Experience with ETL Informatica Power Exchange Change Data Capture (CDC) useful.
- Experience working with the Snowflake database platform preferred.
- Some experience with Informatica Intelligent Data Management Cloud (IDMC)
- Five (5) of experience working in a clustered Windows environment.
- MCTS, MCITP and/or MVP Certifications a plus
Knowledge, Skills, and Abilities
- Some knowledge, professional experience with Microsoft Power BI.
- Some knowledge, working with BI Dashboards, BI reports.
- Experience working with large data sets and Data Visualizations tools like Power BI, Tableau, Qlik, or similar reporting tools
- Some experience in designing and developing data migration scripts, ETL, or working with data migration technologies.
- Knowledge of Agile methodologies for software development and management.
- Knowledge, proven skills and ability in SQL and/or T-SQL.
- Knowledge of state of Texas Public Information Request requirements.
- Knowledge of current industry standards associated with configuration management technologies and development methodologies.
- Experience overseeing projects and development of high-volume scalable environments.
- Experience overseeing standardized quality assurance procedures.
- Experience with upgrade/migration of older environments to current platforms.
- Experience working on Business Intelligence teams in high-volume production environments.
- Skills in complex problem solving and critical thinking.
- Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data.
- Skill in the use of a computer and applicable software, in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.

Work Environment:
Work Hours: Standard office hours for Commission full-time employees are Monday through Friday onsite (1701 N. Congress Avenue, Austin, TX 78701) 8:00 AM – 5:00 PM CST.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
