The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.

CFE is looking for a Junior Data Analyst to support the work of the Tourism Committee, and its Working Party on Tourism Statistics. The successful candidate will apply statistical and data science techniques to manage and improve core databases and assist with the development of the knowledge and data infrastructure for tourism (including the database on tourism economics). S/he will conduct statistical analysis to support a wide variety of outputs, including the  Tourism Trends and Policies report. S/he will have proven quantitative skills to contribute to the analytical work on Tourism, including country-specific reviews and projects, as well as cross-country analysis.

The successful candidate will work as part of a team, reporting to the Head of the Tourism Unit.

Job Description

Main Responsibilities

Data collection and development of new measures and indicators

  • Compile, review and process data from OECD and external sources on different aspects of tourism, ensuring its compatibility with OECD standards and comparability across member countries.
  • Verify the accuracy, coherence, quality and internal consistency of the data and metadata, as well as consistency with international definitions and methodological frameworks. Liaise with both internal and external data producers to resolve data anomalies and definitional issues and ensure best use and interpretation of the available data.
  • Identify opportunities for increasing the frequency, completeness and timeliness of data updates and availability of methodological information, and to make best use of available data on tourism.
  • Identify new sources of data and contribute to the development of new measures and indicators to enhance the scope and relevance of the database and strengthen the information system for tourism.
  • Develop and maintain documentation on work procedures covering all aspects of the statistical data production cycle and on data sources and methods.

Database management and dissemination

  • Manage, maintain and update tourism data processes and databases and identify opportunities for automating workflows, and improving their efficiency, transparency and replicability.
  • Manage the set-up and development of platforms and tools for data dissemination and visualisation, and assist in the publication and dissemination process, including the design of appealing visuals.

Data analysis

  • Conduct statistical analysis to support tourism data and indicator development work, and help users interpret data correctly.
  • Contribute to the drafting and production of statistical, analytical and methodological documents and reports, and the preparation of related data files (OECD.Stat, Statlinks, etc.).
  • Prepare visuals in the form of tables, charts, maps, and technical annexes for analytical reports on tourism, such as for OECD Tourism Trends and Policies.

Collaboration

  • Keep abreast of IT developments within the OECD and beyond, regarding data capture, management, storage and dissemination.
  • Liaise with statisticians in CFE and across OECD Directorates to improve data coverage, relevance and availability of methodological information, data transfer and timeliness.
  • Build and maintain contacts and good working relationships with with national and other international statistical agencies, and keep abreast of work of other international organsations (e.g. Eurostat, UNWTO).

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, statistics, data science, public policy or related fields with a strong quantitative component, and a good knowledge of statistical databases and information technology (including programming).

Professional Background

  • A minimum of 2 years of proven experience in the production of statistics, applied economic and data analysis and database management, preferably in an international organisation, national statistical office, government agency or research institute.
  • Experience in data treatment, interpretation and use, in developing graphical representations of the data, and in the preparation of statistical documents and reports.
  • Experience with tourism-related data. This includes social, economic and environmental outcomes from a range of data sources including national accounts statistics, administrative data and household surveys. Knowledge of Tourism Satellite Accounts would be an advantage.   
  • Good knowledge of and active interest in the OECD work on Tourism would be an advantage.
  • Strong qualitative and quantitative analytical skills for data analysis.
  • Ability to work independently and to adapt to new analytical techniques.
  • Knowledge of database management, data modelling, and experience with managing large databases would be an advantage.
  • Experience with data visualization and creativity in summarising complex datasets to communicate key messages to non-expert audiences.

Tools

  • Excellent command of statistical software (e.g. STATA, SAS) and proficiency in scripting or data analysis languages (R, Python, or similar) is required. Familiarity with other analytical software or programming languages would be an advantage.
  • Knowledge of OECD corporate tools for database management and data dissemination would be an advantage

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen beginning of April 2024 and panel interviews are planned for mid-May 2024.
