Hybrid working within this role enables a balance of time split between the office and home over a 4-week period, with a maximum of 50% of your time working from home. Hybrid working arrangements can evolve subject to business requirements.

With 5,500+ acres – more than all 8 of London’s Royal Parks combined – stretching across almost every borough, Transport for London (TfL) is one of London’s largest landowners. Almost 70% of this land is covered by the transport network: roads, stations, track, and associated infrastructure.

- Rationalising our occupied office estate and creating attractive modern working environments
- Creating Places for London, to generate sustainable revenue

There will be a short presentation, with the opportunity to ask questions in an open forum. The venue will be Palestra, Southwark. We will offer a short tour of the building after the presentation.

Job Purpose
This is an exciting role which will help to shape the relationship between the operating business and our Places for London colleagues, across one of the most interesting and largest estates in London.
Responsible for developing and maintaining great collaboration across the business and ensuring alignment with TFL’s Strategic goals, the role will set standards, develop, refine and govern the processes and policies that are used to manage the function and its relationships and interfaces pan-TfL, with PFL and external entities.
This role will also define a robust data governance framework for the department and lead the data strategy management and reporting function in order to achieve and maintain long-term efficient usage of TfL’s land and property.
Knowledge
Essential
- Excellent knowledge of good practice applied governance within a regulated business environment including an understanding of consents, approvals, finance & reporting.
- Knowledge of data and record management systems within a corporate environment, ideally related to real estate.
Desirable
- An understanding of the Estates and Property sectors, the services provided and the relationships required to underpin a successful Estate Planning function encompassing both internal and external facing commercial interests.

Essential
- Ability to act in a politically adept and commercially astute manner, to work effectively with internal and external stakeholders, to resolve business conflicts as they occur and to persuasively influence complex and sensitive transactions.
- Commercial awareness to highlight and evaluate threats and opportunities inherent in diverse and complex contract arrangements.
Desirable
- Able to deliver results through collaboration across the business, consultative by nature and a team player, can work across different groups, influencing and promoting cohesiveness.
- Ability to effectively lead and manage people from diverse specialist areas from both a delivery and talent perspective. Engaging people to drive results and creating a safe, inclusive workplace.
- Ability to spot linkages and dependencies, joining up areas of overlapping work and ensuring the right knowledge is brought to projects.
Experience
Essential
- Demonstrable experience of successful business case development, periodic and exceptional report management.
- Experience of building relationships with, and influencing, a range of people at all levels within and outside the organisation.
Desirable
- Demonstrable proven budget management experience including prioritising spend in a dynamic environment, risk management, whole life costing, prioritising spend and continuously improving Business efficiencies.
- Experience of creating, leading and owning a governance process in a complex public sector organisation.
- Proven experience of setting data strategy and standards.
- Previous experience of leading teams through the contract renewal process, including creating service specifications and tender evaluation is desirable.
