General Description:
The Director I position is a senior-Level role overseeing the Data Analysis team in the Student Financial Aid Programs division. The position involves advanced and supervisory work with considerable latitude for initiative and independent judgment under minimal supervision. Key responsibilities include, but are not limited to performance measurement and accountability, legislative analysis, data governance and standards, quality assurance and methodological consistency, and data strategy and modernization. This position reports to the Director III for Policy.
General Duties and Responsibilities:
General duties and responsibilities encompass three main categories of focus: Strategic, Functional, and Administrative.
Strategic
• Identifies and directs improvements to support the modernization of SFAP data collection, analysis, and reporting; coordinates data management solutions; ensures data infrastructure alignment with divisional objectives.
• Identifies and directs best practices and opportunities for improving financial aid data collection and reporting by the agency; oversees data initiatives.
• Develops and directs data quality strategy, promoting quality assurance methodologies.
Functional
• Provides leadership for the Data Analysis team, aligning operations with agency-wide strategic goals.
• Oversee SFAP's analysis of financial aid data and calculation of key financial aid components; coordinates financial aid modeling activities.
• Ensures that data methodologies and output across the department meet high analytical standards. Establishes quality control protocols and evaluation procedures to ensure reliability and rigor.
• Maintains close working relationships with agency's Data Management and Research Division and other appropriate divisions; implements data sharing protocols with stakeholders.
• Partners with departmental and team leaders to develop and execute performance metrics and monitoring systems. Ensures analytical output and program data support evaluation, transparency, and continuous improvement.
• Serves as SFAP's representative on the agency's data governance structure; ensures SFAP data align with the agency's data governance protocols on privacy, metadata, stewardship and related matters.
• Coordinates and completes data analysis to support SFAP's efforts in the biennial legislative session activities.
• Coordinates divisional receipt and proper handling of FASFA data; ensures compliance with data security and privacy requirements.
Administrative
• Leads hiring, supervision, and evaluation of staff. Fosters professional growth, collaboration, and a culture of innovation, while guiding organizational planning and team development.
• Manages workflows across the team's portfolios.
• Balances team capacity, assigns responsibilities, and ensures the team's activities are delivered with quality and on schedule.
• Exhibits professional behavior including appropriate workplace conduct, clear communication, ethical decision-making, and effective collaboration in all work interactions.
• Consistently adheres to Family Educational Rights and Privacy Act (FERPA) standards in all interactions.
• Perform related work as assigned.

• Quality Assurance Methods Knowledge: Designs comprehensive quality frameworks, develops customized methodologies, and implements sophisticated quality metrics and monitoring systems.
• Statistical Methods Knowledge: Implements advanced statistical methodologies, designs comprehensive studies, and translates sophisticated findings into actionable insights.
• Data Analysis Skills: Leads analytical initiatives, applies advanced modeling techniques, and translates findings into strategic recommendations. Mentors others in analytical techniques.
• Data Validation and Management Skills: Develops organizational data quality strategies and governance standards and architects quality frameworks for critical data assets. Mentors others in data quality techniques.
• Data Visualization Skills: Creates complex, interactive visualizations, designs custom visualizations, and integrates multiple views into cohesive dashboards.
• Database Querying Skills: Designs complex queries with multiple tables and implements advanced SQL functions.
• Workflow Management Skills: Designs workflow management systems, implements prioritization frameworks, optimizes resource allocation across multiple workstreams, and leads Improvement initiatives.
• Communication: Ability to use written and verbal communications skills strategically and creatively to achieve goals and outcomes that are mutually beneficial for all parties (e.g., persuading and influencing others, negotiating, resolving conflicts, presenting and facilitating effectively).
• Critical and Analytical Thinking: Ability to synthesize information from multiple sources and perspectives, identify patterns and trends, challenge assumptions, test alternatives, anticipate consequences, and develop well-reasoned responses.

Qualifications
Required Minimum Education and Experience:
• Bachelor’s degree from an accredited college or university.
• 5+ years of progressive experience in data analysis or management, including data retrieval, analysis, compilation, quality review, and reporting with a proven ability to lead teams.
• Six additional months of full-time work experience in data science or management, including data retrieval, analysis, compilation, quality review, and reporting may substitute for 15 semester hours of required education, up to four years.
• A master's degree from an accredited college or university in Higher Education Administration, Public Policy/Affairs, Business Administration or related field may substitute for one year of work experience.
Preferred:
• Master's degree from an accredited college or university in Higher Education Management, Public Policy/Affairs, Business Administration, or a related field.
• Experience working in a supervisory or lead role directing and assessing the work of other analysts and/or advanced data analysis skills, industry expertise, data governance knowledge, and data privacy and security expertise.
• Knowledge and understanding of state and federal laws, rules, regulations, policies, and procedures affecting student financial assistance, particularly the student financial aid programs administered by the Agency, and the ability to appropriately interpret and apply that knowledge.
