We are seeking a Sr. Data Scientist on a part-time basis to support work with the SBA (Small Business Administration) in Washington, DC. This position is contingent upon contract award. Candidates should have a minimum of 5+ years of experience with the following:o Providing expert advice on fraud analytics and advanced analytics.o Assisting with the application of advanced analytics to solve problems, assess risk, and predict future behavior using programs such as R, SAS, or Python. Familiarity with data extraction tools such as SQL and visualization tools such as Microsoft BI.o Assisting with the development of reports, analyses, models, and dashboards to include validation, testing and documentation.o Providing independent validation and verification of SBA (or federal agencies of similar size and scope) analyses, models, and dashboards.o Assisting with data quality reviews and documentation.o Assisting with review of the data analytic monitoring techniques based on existing federal data sets, focus on providing real time detection of high-risk transaction processing, and provide exception reporting of program quality performance and compliance criteria.o Identifying and documenting data required from SBA (or federal agencies of similar size and scope) and other data sets to meet quality assurance, compliance, and reporting objectives.o Reviewing effectiveness of the execution and monitoring of electronic review protocols to include preventive and detective data analytics and exception reporting.o Presenting results of complex data analysis to a wider non-data centric audience in a clear and understandable way.o Ability to comprehend and apply data governance guidance from outside agencies such as GAO or OIG.o Providing guidance and/or mentoring to a Data Scientist level role.o Must be able to translate complex analysis results into a simplified, concise narrative to support decision making.o Working and liaising with multiple departments to accomplish tasks independently. 

Required Skills

  • Minimum of 3-5 years of relevant work experience and at least one year of experience providing guidance to lower-level analysts and/or presenting analysis to high level executives
  • Bachelor's Degree from an accredited institution in Mathematics, Computer Science, Statistics, Data Science, or other field directly related to the position
  • Active Public Trust clearance, or ability to obtain

Desired Skills/Experience

  • Developing a fraud analytics strategy to address the highest priority fraud risks in the highest risk programs (based on program size ($) and materiality), including a robust data analytics program that focuses on the identification of transactional anomalies that are further investigated by a team of analysts and communicated to the appropriate stakeholder depending on the circumstance and established SBA Fraud Risk Response Policy.
  • Identifying and documenting the current systems and processes utilized in program recovery operations.
  • Identifying opportunities (systems and/or processes) to maximize agency-wide recovery efforts by conducting data analysis into various recovered sources and delivering a document detailing recommendations/courses of action to maximize recovery effort.
  • Providing data literacy training on fraud analytics for SBA staff and executives to assist the agency in building capacity for fraud analytic.
  • Preparing an Analysis of Alternatives that details what tools are available to integrate enterprise risk management, fraud risk management, and internal controls.
  • Assessing completed research findings into existing tools and best practices at other Federal agencies.
  • Reviewing existing federal data sources and providing a recommendation on SBA’s use of external data sources to determine eligibility for SBA programs and assist with monitoring of recipient funds.
