WHAT YOU WILL DO:The Data Architect is an exciting new role for the agency as it will be critical for modernizing our current solutions and is crucial for delivering data-driven solutions. You will be working with an Information Systems Division team comprised of talented, hardworking, and driven IT professionals including architects and developers that are tasked to deliver and maintain custom applications, products, and solutions for the agency.
As part of the Application Development team, you will provide senior-level data architecture technical expertise to participate in in the design, modeling, construction, and support of multiple complex database systems, containerized databases, and data architectures in a hybrid hosted environment to enable effective data migrations, creation of more efficient application solutions, and to facilitate business intelligence and analytics data-driven solutions. You will serve as the expert for data architecture, planning, and design as it pertains to applications and be responsible for constructing future data systems as well as maintaining any previously constructed data systems. This includes additional data governance responsibilities required to facilitate system, application, product, and solution development.
This is accomplished in part by, but not limited to:
Work with ISD project teams, business analysts, and data solution staff to understand data consumers’ needs and to develop data and reporting solutions.
Lead analysis, planning, design, development, implementation and maintenance of complex data systems and solutions to assist solution architects build data-driven solutions for the agency.
Maintain current, transition, and target state data architectures, including business intelligence and decentralized architectures, to integrate data from multiple specialized databases, improve organizational data maturity, and to support modern solution development.
Analyze, define, implement, and manage enterprise data standards, guidelines, and processes to ensure data quality, data exchange, and data security for internal and external solutions.
Oversee end-to-end data lifecycle management activities for data systems while utilizing security best practices to ensure data privacy, protection against unauthorized access or breaches, and to maintain regulatory compliance.

Your application must demonstrate education and/or experience in the following:
(a) Seven (7) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software applications*.
OR
(b) An Associate's degree** or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
five (5) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software applications*.
OR
(c) A Bachelor's degree** in Information Technology, Computer Science, or related field
AND
three (3) years of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software applications*.
OR
(d) A Master's degree** in Information Technology, Computer Science, or related field
AND
one (1) year of information systems experience in planning, designing, developing, and maintaining complex data systems and data architecture for software applications*.
* Years of experience in data development/engineering may substitute for information systems experience if it includes working on application/software development teams to deliver software applications.

Strong skills in communication, verbal and written, with the ability to create presentations of technical subject matter, for both technical and non-technical audiences, that translates critical information effectively.
Leadership, interpersonal, and conflict management skills with the ability to establish and maintain effective working relationships with superiors, peers, business partners, and other agencies including the public.
Strong planning skills with demonstrated ability to manage and prioritize multiple operational and project tasks at once, including responsibilities under conflicting and time-sensitive deadlines.
Ability to explain complex data related concepts to general IT team members and complex technical issues to non-technical business partners.
A clear understanding of the relationship between the Software Development Lifecycle (SDLC), Data Lifecycle Management (DLM), application programming interfaces, and data structures for decentralized, centralized, analytical, streaming, and reporting purposes.
Knowledge of data and information security best practices and experience implementing security measures into data systems.
Extensive knowledge of data, and data governance, frameworks, including experience selecting and implementing reporting, analytical, streaming, or similar frameworks.
Preference may be awarded for certifications related to data management, engineering, or analytics and/or degrees with focus on data related topics.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6%.
