Each day U.S. Customs and Border Protection (CBP) oversees the massive flow of people, capital, and products that enter and depart the United States via air, land, sea, and cyberspace.  The volume and complexity of both physical and virtual border crossings require the application of solutions to promote efficient trade and travel.  Further, effective solutions help CBP ensure the movement of people, capital, and products is legal, safe, and secure.

The selected Quantitative Data analyst will aid in the ongoing assessment of our systems. The results of the analysis will drive further developments and capabilities.

Duties and Responsibilities:

  • Project tasks include data collection, mining, data and text analytics, clustering analysis, pattern recognition and extraction, automated classification and categorization, and entity resolution to implement and enhance automated risk assessment.  The products we develop provide actionable insight with real and immediate impact on the safety and security of the United States, its citizens, visitors, and economy.
  • Conduct exploratory analysis demonstrating:  a refined understanding of the strengths and weaknesses of the underlying data; a willingness to explore non-traditional data sources and evaluation methods; and a clear link to mission need.
  • Construct query code as well as run, save, edit, optimize, and document queries using SQL
  • Assess validity, accuracy, completeness, consistency, and uniformity of data as well as develop mitigation steps and processes to address data quality issues in support of clean data.
  • Translate findings (e.g. mission impacts, limitations of findings/ analytical confidence, analytical methods and techniques employed) to technical and non-technical audiences in the form of written reports and in-person briefings.

Required Qualifications:

  • BS Degree in a related technical fields (Computer Science, Math, Statistics, etc.)
  • Experience working with SQL, data-mining or statistical software
  • Experience performing data analysis and interpreting results
  • Proficiency with one of the statistical software packages: SAS, SPSS Modeler, R, WEKA, or equivalent.
  • Experience using one of the following languages: Java, R, or python
  • Experience with unsupervised and supervised machine learning techniques and methods.
  • Experience working with large-scale (e.g., terabyte and petabyte) unstructured and structured data sets and databases.

Preferred Experience and Skills:

  • Experience working in field of entity resolution, analytics, data mining or name matching.
  • Knowledge or experience with data wrangling, cleansing, and analytics
  • Financial background is a plus
  • Conceptual understanding of – and/or prior experiences related to – data profiling, fuzzy matching, entity resolution, and signal detection theory (specifically with respect to SD theory:  designing and improving upon systems that monitor, minimize, and balance false positive and false negative outcomes).
  • Experience working with Customs or ICE travel-related data.

Security Requirements:

  • Selected applicants must be able to obtain and maintain a U.S. Customs and Border Protection (CBP) suitability

Physical Requirements:

  • Must be able to remain in a stationary position 50%
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.

The projected compensation range for this position is $99,200-$164,600. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
