About the Program 

The establishment of the National GBV Secretariat (NGBVS) was approved by the National Executive Council (NEC) Decision No: 337/2016, as an instrument to address the endemic violence against women in PNG. The NGBVS is consistent with the implementation of the Government of PNG’s Medium Term Development Strategy that commits the government to reduce and prevent gender-based violence in PNG and leads implementation of the National Strategy to Prevent and Respond to Gender Based Violence. 

Under the PNG-Australia Partnership, the PNG Women Lead program is working with PNG partners to ensure PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys. 

PNGWL shares four end-of-program outcomes (EOPO): 

1.         Better representation of women’s voice and interests in targeted areas, including women with disabilities.

2.         Increased awareness and practice of respectful and safe ways of relating between men and women in target areas.

3.         Improved access for women to coordinated GBV case management in target areas, including women with disabilities.

4.         Selected partners expand women’s financial decision-making powers and employment opportunities, including women with disabilities.

The NGBVS is prioritising a baseline of safe house capabilities in PNG. PNGWL will provide short term technical assistance to the NGBVS to establish a database and management information system for this work.  

Position Overview: 

The NGBVS data management adviser will provide technical and strategic advisory support to the NGBVS on the development, design and delivery of a database management system and a user-friendly dashboard to effectively manage and visualize baseline survey data collected by NGBVS for safe house mapping across PNG..The Adviser is required to support capacity transfer by working with the NGBVS team on these priorities and to ensure the database management system and dashboard meet their specific needs and requirements. 

Key Responsibilities 

The NGBVS Data Management Adviser will:

Design and Develop a Database System:

  • Conduct a thorough analysis of the existing baseline survey data to identify key data elements and information requirements for all key stakeholders.
  • Identify and/or design a database management system structure capable of efficiently storing, managing, and retrieving diverse data types related to safe house locations, capacities, services, and other relevant information.
  • Develop a data entry and validation system/process to ensure data accuracy and consistency.
  • Implement data security measures to protect sensitive information.
  • Design and develop an interactive and user-friendly dashboard that provides clear and visually appealing visualizations of key data points related to safe house distribution, capacity, service utilization, and other relevant indicators.

Database System Administration

  • Work with key stakeholders to develop SoP for the general database management system users- this would include a quick start guide on how to use the system (log in , how /where to navigate to different sections , data entry interface, searching records & export data ) .
  • Develop Database management system Administrator Manual (technical) that documents the design and development phase, database management system backup and restoration protocol, database management system maintenance procedure, database management system security and database management system hosting details.
  • Work with key stakeholders to develop data sharing agreement/policy for the purpose of sharing data with key stakeholders in the GBV response space 
  • Monitor database management system and dashboard performance, identifying and addressing any issues or bottlenecks.
  • Regularly assess user needs and feedback to improve system functionality.

Training and Capacity Building:

  • Develop training materials and conduct training sessions for NGBVS staff on database management system usage, data entry, and dashboard navigation.
  • Other duties as reasonably requested by the NGBVS, AHC and PNGWL.

Specific Deliverables

Position Specific Deliverables:

  • A well-structured and efficient database management system capable of storing and managing baseline survey data. This will include incorporating robust data protection measures to safeguard sensitive information.
  • A user-friendly and interactive dashboard providing clear visualizations of key data points.
  • Comprehensive training materials, including user guide and conduct training sessions for NGBVS staff.
  • Detailed documentation of database management system design, data management and administration, and dashboard functionalities. This will consider the long-term sustainability of the database management system and dashboard, including plans for data maintenance and updates.
  • Operating procedures for the general database management system users- this would include a quick start guide on how to use the system (log in, how /where to navigate to different sections, data entry interface, searching records & export data) and a data management manual that captures the design and development phase, backup and restoration protocol, maintenance procedure, security, confidentiality and hosting detail, data sharing protocols with internal and external stakeholders. 
  • Ensure a capacity development approach to supporting key NGBVS team members.
  • Other duties as reasonably requested by the NGBVS, Australian High Commission (AHC) and PNGWL.

Key working relationships 

The adviser will be expected to form and maintain excellent working relationships with the NGBVS team, the ODW, the DFCDR Secretary and with Australian High Commission, PNGWL program and other organisations across sectors. 

About You 

For applications to be considered, a response to the key selection criteria below must be provided;

  • Demonstrated experience in computer science, IT, data and statistical analytics or a related field. 
  • Demonstrated experience in designing and transferring a database management system.
  • Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, uncertain, high-energy environment such as PNG or Pacific region or a comparable experience.
  • Strong communication, analytical and writing skills including the preparation of reports and briefs for internal and external stakeholder audiences, including with senior government officials.
