Working closely with Congolese communities and government leaders, PATH addresses some of the Democratic Republic of Congo’s (DRC) toughest health challenges. We apply our on-the ground expertise to Polio, epidemic preparedness and response, malaria, digital health, immunization of zero-dose children, oxygen and medical devices.   Our work includes advocating at the national level to strengthen funding for essential health interventions, such as immunization; providing targeted technical assistance; leveraging our relationships with funders, private industry, community-based organizations, and others for sustainable results; and adapting and introducing innovative, low-cost technologies and evidence-based best practices. Our operational presence in the DRC has grown steadily since 2009. PATH DRC currently has around 85 staff located in 8 of DRC’s 26 provinces.

PATH is recruiting a Senior Data Systems Analyst, Monitoring and Evaluation Officer (SDSA) to support multiple projects funded by the Bill & Melinda Gates Foundation which focus on the polio eradication pillars of surveillance, campaigns of high quality and routine immunization in the provinces of Haut-Lomami, Tanganyika, Lualaba and Maniema and Kinshasa nation-level support to the Polio EOC, the NPHI and other partners collaborating on polio eradication in DRC. 

Aligned with the DRC’s polio eradication COUP and the Global Polio Eradication Initiative (GPEI) strategies in DRC and through close operational collaboration with the Polio Technical Leads both in DRC and Seattle, Epidemic Preparedness and Response Global Program Director, and PATH DRC Leadership, the SDSA will develop, adapt with community input, and scale up innovative data systems to support multi-level analysis for decision-making.  The SDSA will explore the progressive use of AI tools to improve efficiency and quality of data management, decision-making and response.

He will also act as an intermediary to facilitate efforts towards better integration and rationalization of tools and resources, as well as good coordination and harmonization between Polio EOC and NPHI/EOC.  In this way, the SDSA will be ensuring alignment with national digital health policy and systems. 

The position will be based in the PATH Kinshasa office which expectations of travel up to 30% time in the provinces where PATH supports polio response.

Responsibilities:

Technical Responsibilities:

  • Integrate surveillance data and case data with operational maps to support comprehensive analysis and decision-making.

  • Develop and maintain data integration processes that ensure accurate and timely synthesis of various data sources.

  • Utilize GIS and mapping tools to create layered visualizations that enhance the understanding of spatial and temporal trends.

  • Collaborate with cross-functional teams to ensure integrated data supports operational strategies and initiatives.

  • Analyze and interpret integrated data to provide actionable insights and recommendations for improving operational efficiency and outcomes.

  • Ensure data quality and consistency across all integrated data sets and visualizations.

  • Stay updated with the latest advancements in data integration and mapping technologies to continually improve processes and tools.

Project Data Systems Development:

  • Collaborate with the project team, technical partners, and the COUP to support the development and integration of polio portfolio data systems, ensuring integration across various PATH/BMGF projects and geographies.

  • Actively engage with national Health Information System (HIS) governance mechanisms to promote strong NPHI involvement and ensure the interoperability of project data systems with national systems under development.

  • Strengthen the capacity of partners at national, provincial and local level in data systems development, deployment and support.

Data Visualization, Analysis, Reporting and Use:

  • Produce routine reports in key geographies, aligned with Mashako plan.

  • Collaborate with technical partners to identify programmatic gaps and needs.

  • Provide technical assistance to governmental and non-governmental organizations to catalyze and integrate digital health platforms in line with DRC’s overall digital health strategy. 

  • Train and mentor various partners and project members in the data systems and tools.

  • Support data compilation and production of periodic reports and ad hoc briefing summaries on status and progress.

  • Facilitate the establishment and institutionalization of PHEOC data use processes, focusing on reducing the time from information gathering to decision-making within the NPHI/PHEOC.

Required Skills and Experience:

  • Minimum of a bachelor’s degree in health informatics, public health, data science, or related field. 

  • Minimum 5 years of experience in health data management or data system interoperability for the private or not-for-profit health sectors in the Democratic Republic of the Congo

  • Demonstrated ability to own project output. 

  • Demonstrated ability to balance conceptual work, requirements to execute and to meet deadlines. 

  • Outstanding analytical skills with proficiency to work on highly complex problems without extensive structural or operational support. A plus to have proficiency in common data visualization tools (e.g., MS Excel, STATA, SPSS, R, Python, DHIS2, Tableau).

  • Experience in DHIS2 management (including DRC HMIS/DHIS2) required.

  • Experience with data system architecture design, implementation, and deployment preferred.

  • Understanding of global health actors and ecosystem.

  • Strong communication skills and experience working in a highly collaborative environment as part of a cross-disciplinary and cross-cultural team. 

  • Excellent oral and written English and French communication skills
