Job Duties
The Department of Motor Vehicles is seeking a Data Governance Program Lead for a full-time position with our Data Management/Data Analytics group in Richmond, Virginia.
This position is responsible for providing expertise and technical leadership across data management principles with a special focus on data governance. The individual in this position will be responsible for enabling data-centric decision making and process support across all business units with a special focus on data governance tools and techniques that align with the agency's data strategy.
This position will assist the Data Analytics Director and Data Management Assistant Commissioner and work closely with management and agency staff to (1) manage and oversee the Data Governance Program: (2) implement and maintain data governance policies and processes and present recommendations for data quality initiatives proposed by data governance council members; (3) facilitate routine data activity meetings and resolve and develop recommendations for data issues; (4) review new policy and enhance data practices; and (5) advocate for data governance and expand on educational and awareness efforts agency-wide.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
•Considerable knowledge of data governance principles and processes including implementation and maintenance of data governance.
•Considerable knowledge of data management, data modeling, business intelligence, and quantitative and analysis skills.
•Considerable knowledge of data strategy.
•Considerable ability to research and analyze complex problems and statistical data for policy and decision-making; to assess the impact of new programs and policies; and to formulate alternative solutions and make recommendations.
•Considerable knowledge of implementing data improvement projects.
•Demonstrated ability to negotiate and garner support for agency initiatives and to build effective working relationships with diverse constituencies including executive level management and government officials.
•Demonstrated ability to make effective formal presentations and to communicate both orally and in writing in a persuasive and tactful manner.
•Considerable skill in the use of a personal computer and statistical analysis, spreadsheet, database and flowcharting software.
•Skilled in the use of Microsoft 365 - Word, Excel and PowerPoint.
Additional Considerations
- Experience in Visio and Power BI.
- Experience in data management practices that are in line with industry standards.
- Experience in strategic planning and project management.
