Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Clinical Quality Management is seeking a highly skilled professional to serve as a Data and Project Coordinator. The purpose of this position is to provide quality improvement support through data analysis and reporting; measure development, evaluation and progress tracking; instrument of measure development (surveys), and data literacy training and technical assistance; internet/intranet development support; and ensure the identification and achievement of all project deliverables; and through collaboration ensure the establishment of expectations for quality service delivery by driving the identification and implementation of evidence-based practices and performance measure development and the establishment of program infrastructure and payment strategies and frameworks for redesigned behavioral health services. This position develops, evaluates, and documents measure language, methodology, and calculation steps of DBHDS performance measure indicators (PMIs), surveillance data, and other key metrics in support of DBHDS Developmental Disability, Behavioral Health, and Hospital facility performance data collection, aggregation, synthesis, reporting, and publication development. The position is responsible for all manual and automated performance measure documentation, process and tool design, implementation, and driving special assignments related to addressing social determinants, establishing a predictive analytics program, and supporting cross disability gap and needs assessment analysis. The position serves as the DBHDS project management lead for the Behavioral Health Redesign Project, a focus of the Governor’s Right Help Right Now Strategic Plan, and coordinates all internal DBHDS meetings designed to further joint efforts between DBHDS and DMAS to redesign the behavioral health system. This position reports directly to the Senior Director of the Office of Clinical Quality Management (OCQM).

Minimum Qualifications

• Knowledge of developmental disabilities, behavioral health (mental health, substance use, and gambling), and psychiatric hospital services and programs and populations served.
• Experience in performance measure development, evaluation, and progress tracking.
• Experience in supporting the development of valid and reliable measures, metrics, and other analytic processes and the development of mechanisms designed to solution and track achievement.
• Highly skilled in the use of Power BI, Survey Monkey and Microsoft Office Suite products, particularly Excel and Microsoft Forms.
• Experience in business analysis, with strong data interpretation, aggregation, analysis and communication/presentation skills.
• Knowledge of risk management and quality improvement tools, protocols, practices, and principles.
• Strong project management, program coordination, and contract management skills.
• Knowledge of quality assurance concepts, Behavioral Health Redesign, and Plan-Do-Study-Act (PDSA) cycle.
• Experience in organizing and managing an intranet/internet platform: website ADA compliance, content management systems (CMS), and web technologies (e.g., WordPress and CANVA or similar content management and online graphic design tools), with an understanding of information architecture, content categorization, and content governance.
• Knowledge of data literacy and adult learning principles.
• Experience providing technical assistance and training.
• Strong and effective interpersonal communication skills and ability to interact professionally with a diverse group of stakeholders, partners, and staff.
• Ability to formulate and communicate recommendations and other information, both verbally and in writing, to cross-disability programmatic staff to support their effective use of data to drive decision-making and systematic improvements within DBHDS.
• Ability to work independently, manage multiple projects, and conflicting priorities.

Additional Considerations

• Knowledge of the VA Behavioral Health Service System and the Department of Medical Assistance Services (DMAS) services and programs.
• Knowledge of organizational development and leadership or business administration.
• Experience in the use of quality management tools and processes, data management, technical report writing, measure development and using data to drive performance improvement.
• Experience in project management and strategic planning.
