Position Summary

Reporting to the Manager, PMO, and supporting specifically the GIS & Data team, the GIS & Data Analytics Project Manager is responsible for leading multiple high priority, complex, long-term projects and programs within the realm of Geographic Information Systems (GIS) and Data Analytics. You will provide the necessary leadership to plan, manage, implement, and deliver complex technical solutions to meet the GIS & Data team’s needs. This role involves guiding projects through all specific phases in alignment with business and/or enterprise strategies, while offering leadership, direction, and coaching to teams, and collaborating with IT, business and executive stakeholders across various divisions.

Key Duties and Responsibilities

  • Accountable for the successful delivery of assigned projects to deliver results and benefits.
  • Complete involvement in the project cycle from design concept and development to product research and specifications.
  • Manage assigned projects to ensure effective cross-divisional teamwork and communication, high standards of work quality, health and safety, and organizational performance and continuous learning.
  • Provide the necessary project leadership to plan, manage, implement, and deliver complex GIS and data analytics solutions to meet the needs of various lines of business, enhancing IT services and fostering a positive, supportive, and open culture.
  • Engage sponsors to ensure active participation in project initiatives.
  • Engage appropriate stakeholders to identify and manage required outcomes of projects for the business.
  • Establish effective project oversight and other governance bodies and engage the correct levels to support the project’s direction.
  • Develop project scope, define deliverables, build consensus, and manage stakeholder expectations and plan, implement, and deliver business/system solutions within a complex and evolving team environment.
  • Manage project scope, schedule and budget on Microsoft Project for the Web and update the status on the tool.
  • Manage multiple high-complexity projects concurrently.
  • Identify, evaluate, and document risks, issues, constraints, and dependencies on Microsoft Project for the Web
  • Document current state and future process workflows with business participation and sign-off.
  • Author and finalize RFP documents for GIS and Data Analytics projects.
  • Manage and coordinate project team resourcing.
  • Implement an effective change request process.
  • Provide ongoing communication to key stakeholders, including the Project Sponsor and Business Project Owner.
  • Provide timely and accurate reporting on project-related milestones, deliverables, risks, and in accordance with IT PMO guidelines.
  • Establish and maintain a consultative relationship with internal clients.
  • Lead implementation planning.
  • Supervise project staff and provide direction and coaching.

Education and Experience

  • Degree in Computer Science, Business Administration, GIS, Data Analytics, or a related discipline.
  • PMP (Project Management Professional) certification is required, PMI – ACP is preferred.
  • Certifications on ITIL, Power BI, GIS are considered assets.
  • 7 years of project management experience in implementing high-complexity business solutions.
  • A minimum of 2 years of project management experience in GIS & Data Analytics is preferred.

Required Skills/Knowledge

  • Experience with business requirements gathering, project planning, project implementation, and evaluation of projects.
  • LEAN, BABOK, or other process requirements or process improvement certifications are an asset.
  • Adaptable problem solver with solid leadership skills.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
  • Demonstrated project management expertise through planning and managing projects of increasing size and complexity.
  • Successful implementation of projects from project initiation through to planning, implementation, and evaluation.
  • Ability to work effectively and collaboratively in cross-functional teams and to demonstrate a strong customer service orientation.
  • Strong experience in IT vendor management.
  • Successful track record of conflict management experiences.
  • Successful experience in authoring, managing, and awarding Requests for Proposals, Requests for Quotes, and Requests for Information, and implementing the respective solutions and/or services.
  • Experience with mitigation of project risks and issues.
  • Advanced skills in Microsoft Project for the Web, SharePoint Online, and Power BI are considered an asset.  
  • Must possess a valid Ontario Class "G" Driver's License and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
  • On-call/standby evenings and weekends are required – must be available to work evenings, weekends, flex shifts, extended hours, and statutory holidays when required.
