This position may offer the ability to work remotely on a hybrid bases, within Arizona, based upon the department's business needs and continual meeting of expected performance measures

Job Summary:

The Arizona Department of Administration (ADOA), State Data and Analytics Office (SDAO), is seeking a highly skilled and experienced Senior Data Architect to join our dynamic team. In this role, you will be responsible for adapting departmental plans and priorities to overcome resource and operational challenges. Guided by established policies, procedures, and strategic goals, you will provide technical guidance to employees, colleagues, and customers. Collaborating closely with state and agency leadership, IT teams, business units, and external partners, you will play a pivotal role in shaping and implementing data policies and strategies. Additionally, you will assess vendor offerings, deliver innovative data solutions, and provide leadership and mentorship to the technical team.

Job Duties:
  • Design and implement scalable data architecture solutions to support enterprise and organizational initiatives
  • Ensures data architectures align with business and strategic goals
  • Ensures data architecture supports business intelligence and reporting needs
  • Develop and maintain data models, schema's, and data flow diagrams
  • Implement organizational data management and governance policies and programs
  • Work with the agency’s Information Security and Privacy Officer to implement data management practices that support security and privacy requirements Implement data quality frameworks and conduct regular data quality assessments
  • Collaborate with stakeholders to define data ownership, stewardship, and accountability
  • Work with state and agency leadership to develop and promote adoption and implementation of data policies and data strategy
  • Collaborate with IT, business units, and external agencies to understand data requirements and deliver solutions
  • Provide technical leadership and mentor ship to the team
  • Assess vendor offerings in the data software, tools or services space
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Deep understanding of data architecture principles and best practices
  • Data life cycle management and data retention policies, data governance frameworks and methodologies
  • Data privacy regulations (e.g., GDPR, HIPAA) and compliance requirements, master data management
  • Data catalogs
  • How to manage, analyze, and synthesize data to deliver insights and knowledge to support organizational decisions
  • Data technology infrastructure and environments coupled with business process architecture; one or more industry-standard data management and governance frameworks

Skills in:

  • Assessing complex data environments to identify solutions
  • Creating tools and capabilities to assist with loading, cleansing, enriching, managing, and sharing data and meta-data from a variety of sources
  • Developing data strategy, policies, and procedures, as well as successfully executing data management and governance programs
  • Leadership of complex programs

Ability to:

  • Troubleshoot and resolve data architecture and integration issues
  • Develop and enforce data governance policies and procedures
  • Work collaboratively in a team-oriented environment across organizational lines and at all organizational levels
  • Communicate effectively, both verbally and in writing
Selective Preference(s):
  • Certification in a recognized data governance or data management framework such as CDMP, EDME or DCAM
  • Relevant degree from an accredited college or university
Pre-Employment Requirements:
  • Background and reference check, including a criminal records verification
