General Description and Classification Standards:

The Department of Watershed Management (DWM) Sr. Management Analyst will serve as a Subject Matter Expert in all things operationally driven for the organization.  As our department deals with large data sets, a lot depends on the Analyst’s ability to glean meaningful insights through performance measuring, metric (KPIs) application, and the strategic interpretation of operational data turning it into useful information that that the organizations can employ in making critical decision and designing strategic plans.  Thus, you must have a combination of technical, statistical, and problem-solving skills, as you are expected to engage and collaborate with other organization professionals to progress key business initiatives forward.

Supervision Received: 

This position receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self.  This is a G.22 level position which can function as individual contributor, team lead, project lead, or supervisor given the conditional needs of the organization.

Essential Duties & Responsibilities:  these are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Individually or collective as a Team (Potential Supervisory or Team Lead responsibilities), prepare final analysis reports for the stakeholders to understand the data-analysis steps, enabling them to make important decisions based on various facts and trends.
  • Collaborate with programmers, engineers, and management heads to identify process improvement opportunities, propose system modifications, and data governance strategies. 
  • Analyze trends that impact the organization.  Engage as a resource and in some cases lead for key projects and initiatives.
  • Prepare meaning reports for the management team, finding trends, patterns, and predictions through data analysis. This may require oversight of a team of key resources to achieve such. 
  • Significant engagement with critical databases, data systems – reorganizing data in a readable format. 
  • Perform analysis to assess quality and meaning of operational data. Filter Data by reviewing reports and performance indicators to identify and correct code problems.
  • Use statistical tools to identify, analyze, and interpret patterns and trends in complex data sets that could be helpful for the diagnosis and prediction.
  • Assign numerical value to essential business functions so that business performance can be assessed and compared over periods of time.
  • Use automated tools to extract operational data from primary and secondary sources, removing corrupted data and fixing coding errors and related problems.

Decision Making:

  • Follows standardized procedures and written instructions to accomplish assigned tasks. 
  • Applies organizational policies; recommend strategy or policy changes. 

Leadership Provided:

This role can function as a Key Individual Contributor or may have Team Lead or Supervisory engagement with a work group.  Additionally, this role may occasionally act as a group coordinator in the absence of the Manager or Director.

Requirements (Knowledge, Skills & Abilities):

  • Proven working experience in data analysis, project resource engagement, and cross functional team collaboration. 
  • Ability to organize and manage time effectively, demonstrating accountability and dependability for the organization.

  • Self-starter and self-motivated with demonstrated ability to work independently and lead others as needed.

  • Adept at queries, writing reports, and making presentations.  Strong mathematical skills to help collect, measure, organize and analyze data. 
  • Knowledge of programming languages like SQL, Oracle, R, MATLAB, and Python.
  • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
  • Experience in handling data reporting packages.  Proficiency in statistics and the use statistical packages. Adept at using data processing platforms 
  • Knowledge of data visualization software like, PowerBI, Tableau, and Qlik.  Knowledge of how to create and apply the most accurate algorithms to datasets to find solutions.

Minimum Qualifications – Education and Experience: 

  • Have an applicable Associate or Bachelor degree in Business, Management, Economics, Math, Statistics, Computer Science, or Technology related fields.
    • Extensive experience (5+ yrs.), critical training completions, related course(s) completion, and pertinent certification(s) may serve to substitute collegiate degree obtainment. 
  • Minimum of 3 years’ experience. 
  • Technologically advanced skills in all things Microsoft Office Suite (O365).

Nice to Have – Noted as a Plus

  • Advanced Degree –MA, MS, MBA, MPA, etc.
  • Certifications— Six Sigma, PMP, Technical areas, etc. 
  • Extensive Knowledge of Microsoft Office Suite (O365).
  • Expertise in programming languages like SQL, Oracle, R, MATLAB, and Python
  • Expertise of statistical packages like Excel, SPSS, SAS to be used for data set analyzing.
  • Expertise with Business Objects and programming.
  • Expertise in multiple operational software Systems.

Licensures and Certifications:  None required.

Essential Capabilities and Work Environment:

This position is considered essential and thereby requires, on occasion, that the incumbent work outside of normal operating hours, which may include evenings, weekends, and holidays, as well as during inclement weather and/or times when the city would otherwise be closed.
