What You Will Do:

This position will assist with the overall administration of the CLI survey. The CLI continues to be CA’s premier tool to help consular supervisors, including Foreign Service, Civil Service, and Locally Employed (LE) Staff, honestly assess their leadership and management competencies. Unlike other assessments, the confidential CLI is for professional development, allowing direct reports to assess a supervisor’s leadership and management behaviors as defined by the CA Leadership and Management Tenets. The CLI Surge Support Team will be responsible for a variety of data and reporting tasks. This includes harnessing, cleaning, and analyzing large amounts of related data and providing an intuitive and user-friendly set of data visualization dashboards. These activities and work products contribute to fostering an evidence-based decision-making approaches.

 Duties will include:

  • Collaborate with the CLI surge support team, core support staff cross-functional team, and federal full time equivalent (FTEs) to support all aspects of the CLI.

  • Provide initial oversight, mentoring, and troubleshooting for the CLI surge support team and elevate any risks/ issues to the CLI and Data Portfolio lead as well as Task Lead (if necessary).

  • Monitor project planning and work products for the surge support team and conduct initial review for completion and accuracy.

  • Conduct beta testing on survey designed in Qualtrics prior to launch.

  • Develop and maintain reporting dashboards for leadership.

  • Streamline processes for data cleansing and reporting by validating and updating R scripts and macros to reduce manual effort for data preparation, analysis, and report construction.

  • Perform data analysis and quality control checks using R scripts, Pivot Tables, and additional automations.

  • Analyze data, identify results, interpret conclusions, and communicate results.

  • Create and update documentation for comprehensive survey processes and procedures using spreadsheets, tables, OneNote, Visio, etc., as required.

  • Design and implement technology best practices, guidelines, and repeatable processes.

  • Must be able to perform duties with moderate to low supervision.


What You Will Need:

  • Ability to OBTAIN and MAINTAIN a SECRET Federal or DoD security clearance

  • Bachelors Degree, FOUR (4) years of business, systems, or data analysis, data collection or visualizations experience may be substituted for a bachelor's degree.

  • Three (3) or more years of experience in business, systems, or data analysis, data collection or visualizations

  • Knowledge of analytical programming languages (R, Python, SQL)

  • Experience in data visualization tools: Power BI and/or Qualtrics


What Would Be Nice To Have:

  •  An ACTIVE and MAINTAINED Secret Federal or DoD security clearance

  • Knowledge of defense, national security, and/or Department of State.

  • Knowledge of project management and/or Agile Scrum principles and applications.

  • Advanced degree or certification in a related field.

  • Knowledge and application of Artificial Intelligence.

  • Excellent communication and collaboration skills; able to interact with stakeholders at different levels and present take-away insights.

  • Naturally curious and passionate about numbers, data, insights, and applications.

  • Strong interpersonal skills, with the ability to work collaboratively and build and maintain effective working relationships with all stakeholders.

  • Detailed oriented perspective; able to understand data on the micro (unit record) level as well as macro (connections to relationships and impact of data); able to tell the story with data.

  • Capable of anticipating potential issues/problems and develop solutions when needed - Experience analyzing and reporting data to identify issues, trends, or exceptions to drive improvement of results and find solutions.

  • Demonstrated ability to provide guidance and direction for specific projects or sub-tasks.

  • Capability to manage multi-task projects of high complexity for Federal government clients.

  • Experience working on Online Survey programming tools, such as Qualtrics.

  • Experience working on tasks or projects with data and survey collection and data streamlining.

  • Experience in VBA and Excel Macro Experience Working on automated MS Word and MS PowerPoint dashboards.

  • Familiarity with one or more of the following analytical programming languages (preferably R).

  • Demonstrated ability to translate technical information to a non-technical audience at all levels of the organization.

The annual salary range for this position is $109,100.00-$163,700.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
