Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OPSHL) located in Hillsboro, Oregon, and The Oregon Health Authority (OHA), Public Health Division (PHD), Acute and Communicable Disease Prevention (ACDP) Section in Portland, Oregon, are seeking candidates for two (2) Data Visualization Analyst positions.

The Oregon State Public Health Laboratory (OSPHL) has been actively protecting the public's health since 1903 by supporting state and local infectious disease control efforts, preventing metabolic disorders detectable at birth, and assuring the quality of testing in clinical and environmental laboratories.


The Acute and Communicable Disease Prevention (ACDP) Section of the Public Health Division’s Center for Public Health Practice is charged with preventing the spread of communicable disease in the State of Oregon through surveillance and epidemiologic studies as well as education and preventive actions. The section serves all Oregonians and works directly with local health departments, private physicians, other health care providers, other Public Health Division staff, and staff members of other state and federal agencies.

These are full-time, permanent, classified positions and are represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies. These positions fall under the classification of Operations and Policy Analyst 3.


What you will do!

As a Data Visualization Analyst, you will advise on administrative, policy, and programmatic aspects of agency operations as they pertain to visualization of public health data. You will develop long-range plans, goals, objectives, and milestones for data visualization, analysis, and reporting. You will be responsible for evaluating and enhancing public health data visualizations – including cleaning, processing, analyzing, storing, accessibility, and the accompanying regulations, policies, rules, and procedures associated with these data. You will evaluate options, develop, create, and maintain operational improvement projects and tools, such as dashboards and automated reports and emails, to monitor data quality and laboratory trends over time. The work of these positions is responsible for ensuring the transparency, availability, and interpretation of public health data.

What we are looking for:
Minimum Qualifications:

A Bachelor's Degree in public health, medical laboratory science, medical technology or a related field AND four (4) years of professional-level evaluative, analytical, and planning experience related to public health data, public health informatics, data system design and database management.

OR

Any combination of experience and education equivalent to seven (7) years of professional-level evaluative, analytical, and planning experience related to public health data and informatics.


Desired Attributes:

  • Preference will be given to applicants with education, training, or direct experience working with public health data, public health informatics, data systems design, and database management.

  • Experience utilizing the methods of data collection and use, including survey research, registry operations, interactive data system principles and design options, and data warehouse development and use.

  • Experience working with data visualization and statistical analysis.

  • Experience preparing and presenting highly complex technical material and issues to non-specialists.

  • Experience effectively expressing ideas orally and in writing, using appropriate language, organizing ideas, and marshaling facts in an objective manner.

  • Experience identifying measures or indicators of system performance and recommending actions needed to improve or correct performance, relative to the goals of the system.

  • Experience translating technical information into laymen’s terms.

  • Proficiency in the following software applications and OS platforms: analytic and programmatic applications (e.g., R, Python, SQL, GIS), Windows, Microsoft Office including MS Access, PowerPoint, Word, Excel and TEAMS.

  • Proficiency with Business Intelligence applications (Tableau, Power BI) and other modes of interactive, data presentation.

  • Experience with public health data formatting and coding standards, including Health Level Seven (HL7), International Classification of Diseases (ICD), Fast Healthcare Interoperability Resource (FHIR), and other standardized and proprietary codes.

  • Experience working with Electronic Health Records (EHRs) and laboratory information systems (LIS).

  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.


Working Conditions:
Working Conditions for the position assigned to the Oregon State Public Health Laboratory (OSPHL) located in Hillsboro, Oregon: Work may be conducted remotely at an alternate worksite up to 3 days a week with full access to the needed operating systems and technology. On site work days will be at the OSPHL in Hillsboro, the office location is 7202 NE Evergreen Parkway, Suite 100. Work location and the amount of remote work can be changed at any time at the discretion of the hiring manager. Some rare weekend work and participation in an on-call weekend rotation may be required.


Working Conditions for the position assigned to the Acute and Communicable Disease Prevention (ACDP) located in Portland, Oregon: This position may be conducted remotely with full access to needed operating systems and technology. This position may have work that needs to be conducted on-site and may require occasional travel across the state. The Oregon State Office Building is located at 800 NE Oregon Street, Suite 772, Portland, Oregon 97232.
