Job Description Summary

The Research and Policy Data Analyst will work on data-driven PDRI- DevLab@Penn (PDRI-DevLab) projects. The Research and Policy Data Analyst will be responsible for several distinct data-intensive tasks, including managing/merging data, build training datasets for machine learning models, coordinating data inputs from undergraduate fellows, conducting statistical analysis, producing visualizations and contributing to academic research and policy reports.

Job Description

PDRI-DevLab connects social scientists across various disciplines and areas of expertise at the University of Pennsylvania who work in international development with the community of development practitioners. PDRI-DevLab brings together researchers with advanced capabilities in international development research and evaluation, including machine learning and impact evaluation econometrics. PDRI-DevLab works directly with donors such as USAID, the World Bank, MCC and others on research opportunities, promotion of evaluable programming, surveys and impact evaluations themselves, and the translation of academic research for policy audiences. PDRI-DevLab also works with implementers, such as RTI, Social Impact, DAI, and others at both the project proposal stage and the implementation and monitoring/evaluation stage. This collaboration enhances development initiatives’ ability to conduct rigorous programming, collect monitoring and evaluation data, and conduct surveys and impact evaluations of development projects. 

The Research and Policy Data Analyst will be responsible for several distinct data-intensive tasks.  

  • Collecting secondary data using a variety of data extraction tools (e.g., web-scraping, API usage, data mining).  

  • Data management, including data cleaning and manipulation (e.g., merging, transforming, and labeling data) as well as training models and forecasting.  

  • Data analysis tasks including regression and other econometric/statistical analysis, as well as validating the output of machine learning models.  

  • Data visualization (e.g., creating figures, tables, maps and infographics for academic papers, policy briefs, as well as Lab newsletters and website).  

  • Contributing to the production of reports for academic and policy audiences.  

Required qualifications: 

  • Bachelor's Degree in Political Science, Economics, Public Policy, Data Science or related field with 2 years of experience, or equivalent combination of education and experience 

  • Coursework and strong interest in social science.  

  • The ideal candidate has strong data management experience, including experience with data management tasks such as cleaning, merging, and transformation 

  • The ideal candidate can work in both R and Python 

  • Experience with data management and the analysis of large datasets 

  • Strong writing and communication skills 

  • Evidence of ability to take the initiative in solving practical research problems, ability to work independently, and to adjust to rapidly changing needs of researchers 

Preferred qualifications: 

  • Proficiency in both R and Python is not necessary, but a plus 

  • Experience with automated scraping of data from websites 

  • Knowledge of and experience with probability and statistics, research design, and causal inference 

  • Experience with advanced computational social sciences tools such as machine learning and natural language processing
