Job Description

Purpose of the role

To design, develop and consult on the bank’s internal controls framework and supporting policies and standards across the organisation, ensuring it is robust, effective, and aligned to the bank’s overall strategy and risk appetite.  

Accountabilities

  • Identification and analysis of emerging and evolving risks across functions to understand their potential impact, and likelihood.
  • Communication of the purpose, structure, and importance of the control framework to all relevant stakeholders, including senior management and audit.
  • Support to the development and implementation of the bank's internal controls framework and principles tailored to the banks specific needs and risk profile including design, monitoring, and reporting initiatives  .
  • Monitoring and maintenance of the control's frameworks, to ensure compliance and adjust and update as internal and external requirements change.
  • Embedment of the control framework across the bank through cross collaboration, training sessions and awareness campaigns which fosters a culture of knowledge sharing and improvement in risk management and the importance of internal control effectiveness.

Key Duties and Responsibilities

  • Aligned to a designated portfolio of Business, Functions or Horizontals to support Senior Managers in delivering their accountabilities under the Individual Accountability Regime by providing input, guidance and risk management expertise across the Controls environment.
  • Ensuring adequate frameworks are in place and appropriately applied to comply with the regulatory requirements relating to oversight over Appointed Representatives and delivering the right outcomes for our customers, clients and colleagues.
  • To provide clear articulation of the risk and control landscapes including ability to demonstrate an understanding of control requirements for relevant internal Barclays and external Regulatory policies.  This will include (but is not limited to): Control, Issues, Risk Event and Audit guidance, guidance on Policies and Standards and the oversight and management of risk.
  • Act as the point of coordination and syndication of all Control Services, ensuring consistency and quality delivery of the Controls Strategy, Control Frameworks, improvement initiatives and capabilities across each Business, Functions or Horizontals.
  • Work on Unauthorized Trade monitoring controls review management and appropriate escalation.
  • Work closely on Business Communication controls and help run and improve process.
  • To develop and maintain relationships with senior colleagues and stakeholders - with the ability to effectively challenge risk and control decisions, when needed.
  • Work under the direction of the CCO Monitoring lead.
  • Operate transactional controls, reviewing alerts / output generated, further investigating to determine underlying conduct and operational issues.
  • Partnering with Technology to improve existing controls and develop new controls as required.
  • Escalation of issues, exceptions, breaches to Compliance as well as senior business supervisors
  • Evidencing of the day-to-day control environment, including capturing of decisions made by key stakeholders.
  • Participate in Control forums, including preparation of Management Information (MI) and related reporting.

             

Stakeholder Management and Leadership

  • Significant experience of Senior internal & external stakeholder management across the 3LoD.
  • Excellent influencing and communication skills.
  • Significant experience of working across 3LOD to drive and deliver change and a strong controls agenda.
  • Proven excellence of preparing materials for senior management, for the Board and/or for regulators.

Decision-making and Problem Solving

  • The role holder should have a strong understanding of risks and controls within a Global Markets environment.
  • The role holder should be proficient in risk assessment and implementation of remediation in both the application and infrastructure disciplines.
  • The person should have good awareness of relevant industry Regulators and experience in dealing with Regulatory requests.
  • The candidate will be expected to be an effective problem solver able to operate in a fast paced, dynamic environment and deliver solutions.

Risk and Control Objective

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise-Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Person Specification

  • Highly organised, with ability to prioritise and work under pressure, delivering to tight deadlines and multiple demands across a ‘matrix’ organisation.
  • The role holder will have a high degree of decision-making authority and needs to demonstrate ability to influence upwards.
  • Collaborative and able to share best practice at all levels.
  • Experience in a relevant environment that demonstrates the skill of implementing new frameworks and processes that are innovative and enablers of growth.
  • Mindset of using technology to best advantage to minimise manual tasks and improve quality of information.
  • Experience of control, governance, or oversight function.
  • Track record of managing multiple stakeholders with different needs.
  • Superior analytical and critical thinking skills.
  • Ability to influence and negotiate across all areas and levels of the organisation.

  • Can-do attitude and has experience in delivering change within agreed deadlines.
  • Previous experience in working in a control function is ideal but not essential.

Essential Skills/Basic Qualifications:

  • Extensive proven experience in Operational Risk and Controls, Project management
  • Prior experience with Markets front office trading businesses, including an understanding of trade / transactional data.
  • Basic Project Management skills
  • Strong Excel skills including extensive experience in managing large quantities of data, pivots, formulas, vlookup etc.
  • Experience of working in or within a Control type role / team and ability to demonstrate a risk management mindset.
  • Excellent written and verbal Communication.
  • Able to demonstrate experience of coordinating and supporting Stakeholders.
  • Experience of working on the design and implementation of controls improvement initiatives.
  • Experience of reviewing of policy & standards, preparing gap analysis, and delivering actions to complete.
  • Bachelor’s degree in finance or other equivalent qualifications
  • 3+ years’ experience
  • Ability to work independently on multiple projects/reports simultaneously.
  • Analytical skills
  • Eye for detail (access to large databases)
  • Knowledge in investment banking/capital markets

Desirable skills/Preferred Qualifications:

  • Working knowledge and practical experience of the regulations and standards of relevant industry bodies and organisations.
  • Experience of working with other Control and three lines of defence teams to share ideas, best practices and ensure consistency of experience across Businesses and Risks
  • Experience in Data Analytics/ Data Science in Risk and Control space.
  • Front Office Risk and Control experience preferred.
  • Knowledge of the Software Development Lifecycle, including experience with the Agile development
  • Knowledge in MS Excel, MS Access, Python, SQL, VBA.
