ABOUT THE JOB


Lead the strategic and tactical implementation of CRA data collection, compliance and performance monitoring processes. Develop systems to acquire data from primary or secondary sources, analyze results using statistical techniques, and develop strategies to increase the operational efficiency, effectiveness and quality of data analysis. Lead the annual CRA self-assessment and community needs assessment processes in coordination with business lines and Corporate Reinvestment Officers (CROs). Coordinate CRA and Community Benefit Plan (CBP) reporting and lead efforts to streamline and enhance related data reporting processes. Assist the CRA Officer with examination preparation, exam management and the regulatory change management process resulting from CRA reform.

ESSENTIAL JOB FUNCTIONS


-Data Reporting & Systems

-Ensure compliance with the CRA data collection, reporting, and disclosure requirements
-Coach, develop and retain talent of the CRA Analysts

CRA Performance Assessment
-Lead CRA compliance self-evaluations, coordinate reporting to assist lines of business in monitoring CRA performance including site closure and opening assessments
-Work with the Fair and Responsible Banking team to conduct geographic analysis of CRA and fair lending performance

Compliance, Regulatory Exam Management and Training
-Lead CRA examinations with the bank’s CRA Officer
-Periodic review of Bank's assessment area to ensure reasonableness of the delineation.
-Maintain relevant CRA reports, policies and files, manage the CRA related complaint process and the CRA Public File
-Assist in delivering CRA training to employees, management and Board

CRA Regulatory Change Management
-Develop and implement new CRA performance reporting systems, including the implementation of new software systems
-Participate in high priority business projects involving transaction support, operations, and technology
Research, analyze and interpret all applicable CRA regulations and statues and implement changes to and/or enhance existing policies and procedures

REQUIRED QUALIFICATIONS

Education/Certifications:  Bachelor’s Degree or equivalent work experience required. Knowledge and experience in CRA and the financial services industry a plus.

Experience: 7-10 years of compliance, regulatory and community development experience
•Extensive knowledge of CRA, Home Mortgage Disclosure Act (HMDA), LIHTC and fair housing regulations
•Demonstrated knowledge of technology systems particularly relational database structures
•Direct experience with commercial loan origination and data management systems
•Understanding of retail, mortgage, business banking and commercial banking lines of business
•Previous experience working with banking regulatory compliance and commercial lending processes

COMPENSATION AND BENEFITS

This position is eligible to earn a base salary in the range of $120,000 to $140,000 annually depending on location and job-related factors such as level of experience. Compensation for this role also includes eligibility for short-term incentive compensation and deferred incentive compensation subject to individual and company performance.
