Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD),Center for Public Health Protection/Health Licensing Office Section in Portland, Oregon has a fantastic career opportunity for a Data Quality and Linkage Operations Analyst (Operations and Policy Analyst 2) to support implementation of the Data Quality Monitoring Plan for the Oregon EMS Information System (OR-EMSIS) and the Oregon Trauma Registry (OTR), and to develop feasibility, scope and specifications for a proposed data linkage project, funded with an ODOT grant.

This is a full-time, limited duration position and is represented by a union. The duration of this position is expected to last 17 months. Limited duration positions are benefit eligible.

What will you do?
This position is responsible for supporting the development and coordinating implementation of the EMS and Trauma Data Quality Monitoring Project within the EMS and Trauma Systems Program. This position will also support the development and feasibility study of data linkage between EMS data and other data systems including but not limited to: The Oregon Trauma Registry,

The Oregon Cardiac Arrest Registry, crash data from the Oregon Department of

Transportation and law enforcement partners, SOGI/REALD data, and other public health

datasets.

This position will adapt existing workflows to align with data modernization efforts outlined in the EMS and Trauma Data Strategic Plan. The OPA2 will work with the EMS and Trauma Data Team to streamline and modernize the transition of data standards and versions for the Oregon EMS Information System and the Oregon Trauma Registry, which requires coordinating software vendors, ambulance transporting agencies, and hospitals to reach EMS and Trauma Data

Strategic Plan goals.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Experience running scripts and reports for project tasks related to Data Quality Monitoring and Performance Metrics.
  • Experience in project management and assuring project goals are completed by monitoring work and taking corrective action when necessary. 
  • Ability to identify and map linking variables between datasets and maintain mapping documentation.
  • Ability to identify sources of poor data quality and other opportunities for data quality improvement.
  • Knowledge of grant writing, reporting, and submittal tasks and processes.
  • Experience making public presentations and engaging stakeholders.
  • Network outreach to other agencies for data governance, with the ability to collaborate on developing effective data governance policies for linked datasets.

Working Conditions:

This majority of this position may be conducted remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite. On site work occurs in a standard office environment with no unusual physical demands or exposures.
