How will you fight for an AIDS-free generation? 

 

Under the supervision of the Director of Operations, the Senior IT Manager & Software Developer is responsible for supporting and administering EGPAF’s systems, applications, and health information systems (HIS). This role involves overseeing the IT infrastructure, supporting software development for HIS platforms like DHIS2 and E- Registers, and leading strategic planning efforts to align IT systems with EGPAF’s growth. The Senior IT Manager & Software Developer will work closely with both EGPAF’s headquarters in Washington DC and in-country program teams to ensure that IT systems effectively support program implementation, especially in low-resource settings like Lesotho.

 

The role includes responsibilities for system installations and maintenance, user support, data security, system scalability, and innovative technology adoption to ensure the seamless operation of health information systems, contributing to overall program success

 

No two days are alike at EGPAF, but what can you expect as a Title? 

 

End-User Support

·       Provide first-level technical support, ensuring a high level of customer service for IT issues.

·       Respond to and resolve off-hours emergencies related to IT systems and user support.

·       Set up, configure, and maintain desktop and laptop computers for end-users.

·       Manage additional technical support staff as needed.

·       Troubleshoot and resolve network problems and system issues.

 

Infrastructure and System Support

·       Oversee the configuration, installation, and maintenance of IT infrastructure, including workstations and operational IT equipment.

·       Manage regular system backups and ensure offsite data storage to maintain data integrity.

·       Update and maintain antivirus software and other critical security programs to ensure IT system performance and security.

·       Implement and update disaster recovery plans, ensuring readiness for potential system disruptions.

·       Ensure robust cybersecurity protocols to protect EGPAF’s IT infrastructure and sensitive data.

 

mHealth and Informatics Support

·       Provide IT administrative support for mHealth and informatics solutions used in program implementation.

·       Ensure the security, availability, and functionality of systems like DHIS2 and E- Registers.

·       Contribute to the development of the organization’s mHealth and informatics strategies, tailored to local and global healthcare needs.

·       Establish internal policies governing the secure use of mHealth and informatics IT systems.

·       Lead capacity-building initiatives for program staff and partners to ensure effective use of health information systems.

 

Software Development & HIS Customization

·       Customize and develop new modules for DHIS2 and E- Registers to meet healthcare program and national requirements.

·       Develop and maintain APIs for system interoperability between E- Registers, DHIS2, and other health systems.

·       Ensure integration follows international standards (FHIR, HL7), and address technical challenges in low-resource settings.

·       Optimize the performance of health information systems, conducting regular upgrades, testing, and validation.

 

Scalability and Innovation

·       Design and implement scalable IT and HIS solutions that can accommodate future healthcare program growth.

·       Lead the adoption of emerging technologies such as Artificial Intelligence (AI), Machine Learning (ML), and Cloud Computing to enhance program efficiency and outcomes.

·       Develop and implement strategies for introducing innovations that meet both technical and programmatic goals.

 

Team Leadership and Staff Management

·       Supervise the IT team, providing leadership and mentorship to foster a high-performance culture.

·       Conduct regular performance reviews, set departmental and individual goals, and implement training programs to upskill the IT team.

·       Recruit and onboard new IT staff to ensure the department has the necessary technical expertise and capacity.

·       Foster a culture of continuous learning, ensuring that the IT team is well-versed in the latest technological trends and healthcare solutions.

 

Strategic IT Planning

·       Develop long-term IT strategies in collaboration with the Director of Operations and senior management, ensuring alignment with organizational goals.

·       Create and maintain a technology roadmap to guide future IT investments, system upgrades, and the adoption of new technologies.

·       Stay updated on emerging IT trends, particularly in healthcare technology, to ensure the organization remains innovative and competitive.

  

Risk Management and Compliance

·       Identify and mitigate risks associated with IT operations, such as data breaches or system failures.

·       Ensure compliance with local and international regulations concerning data privacy and health information systems

·       Conduct regular cybersecurity audits to ensure that IT systems remain secure and compliant with relevant standards.

 

Cross-Departmental Collaboration

·       Coordinate with other departments to ensure IT systems meet the needs of program stakeholders, including healthcare workers, program managers, and the M&E team.

·       Lead cross-departmental IT projects, such as system upgrades or new health information system deployments, ensuring smooth execution.

·       Serve as the primary point of contact for IT-related matters between the department and senior leadership, providing regular reports and updates.

 

Performance Monitoring and Evaluation

·       Regularly review the performance of IT systems, including uptime, user feedback, and diagnostics, to identify areas for improvement.

·       Develop and monitor key performance indicators (KPIs) for IT systems, ensuring continuous optimization and user satisfaction.

·       Implement a framework for continuous improvement, soliciting feedback from users and making iterative improvements to IT systems.

 

Disaster Recovery and Business Continuity Planning

·       Develop and regularly test a disaster recovery plan to safeguard EGPAF’s IT systems and data in case of emergencies.

·       Ensure the continuity of IT operations during system failures or natural disasters, managing data backups and restoration processes efficiently.

 

To be successful, you will have: 

·       Bachelor’s or advanced degree in Information Systems, Software Engineering, Computer Science, or a related field.

·       Minimum of 7 years of experience as an IT Manager, with additional expertise in software development, particularly in DHIS2 and E- Registers.

·       Relevant technical certifications (e.g., MCSE, A+ Certification) and recent expertise with Windows server and client configurations.

·       At least 3 years of experience supporting and administering LAN, email, and file/directory services.

·       Demonstrated experience in customizing and developing health information systems in low-resource settings.

·       Strong proficiency in programming languages like Java, Python, and JavaScript.

·       Experience with relational databases like PostgreSQL or MySQL.

·       Knowledge of RESTful APIs, FHIR, and HL7 for system integration and data exchange

Bonus points if you have:  

·       Experience in Digital health and data analytics standards, healthcare workflows, and reporting requirements.

·       Proficiency in Linux/Unix system administration and familiarity with version control tools like Git and containerization technologies like Docker.

·       Strong problem-solving skills and the ability to work independently in challenging and resource-limited environments.

·       Excellent communication, collaboration, and cross-cultural team-building skills.
