Salary Information: $87 039,68 - $102 495,12 annually. (2024 rates of pay)

Overall Purpose

Reporting to the Manager Business Performance, the Geospatial (GIS) Analyst is responsible for providing subject matter expertise in location analytics to inform the organization’s data and analytics strategy.

  • Establish appropriate data standards for spatial and non-spatial data, proactively identifying analytical opportunities and providing recommendations that improve all elements of the data analysis process and increase analytical capacity throughout the organization.
  • Leverages advanced analytical techniques to conduct business analysis that identify meaningful insights, interpreting data and turning it into knowledge that informs tactical and strategic business decisions. 
  • Improve the outcomes of enhancing public trust, duty of care internally and externally and to further evolve aspects of community safety and well-being (CSWB) by adopting and including community co-design / co-production.
     

Major Responsibilities

Establish appropriate data standards for spatial and non-spatial data, proactively identifying analytical opportunities and providing recommendations that improve all elements of the data analysis process and increase analytical capacity throughout the organization.

  • Support the development of data collection, integration, and analysis strategies (including race and other social identity data).
  • Contribute to the development of data standards and guidelines for the collection, analysis, and visualization of spatial and non-spatial data. 
  • Provides recommendations on the quality and limitations of data to advance organizational priorities. 
  • Facilitate meetings with clients to help define opportunities, provide expertise in spatial data collection methods, and provides recommendations on solutions.
     

Major Responsibilities (continued)

Leverage advanced analytical techniques to conduct business analysis that identify meaningful insights, interpreting data and turning it into knowledge that informs tactical and strategic business decisions. 

  • Examine spatial patterns of inequality and inequity to engage the police service and community in identifying collaborative solutions requiring developing web-based GIS solutions (Incl. Community Safety Data Portal), cartographic maps, data visualizations, and reports. 
  • Identify and document spatial analytics needs and develops project plans that incorporate agile delivery practices.
  • Apply a user-centred approach to develop analytical solutions, thematic maps, dashboards, web-based products employing best-practices. 
  • Support the development of the OPS community safety / open data portal, including public facing web-maps.  
  • Leverages advanced analytical / geospatial techniques to conduct analysis and produce reports for internal and external clients, including analysis of societal inequity relating to social identity.
  • Collaborate with internal and external partners (incl. consultants) in the design, configuration, and delivery of GIS solutions. 
  • Build data sets from various sources, transforming operational data into spatial data, to be incorporated into web-based/online applications. 
  • Update and maintain geodatabase, create workflows, publish data and making data management decisions.

Maintains technical expertise through ongoing research of innovative practices and engaging with senior level networks and professional associations. 

  • Proactively establishes partnerships, identifies opportunities, and make recommendations that increase analytical capacity throughout the organization and with our community.
  • Advocates for the consistency and quality of geospatial data analytic deliverables, and the enhancement of corporate strategic and business planning processes through geospatial analytics.
  • Establishes collaborative partnerships with stakeholders (Incl. the community, academia, municipality, and other levels of government).
  • Contributes as a subject matter expert on spatial data and analytics projects, represents the Unit / Police Service in this capacity on committees, task forces, working groups, meetings, as assigned. 
  • Responds to routine and non-routine inquiries or requests for information from outside agencies and partners, municipalities, vendors and/or members of the public, escalating issues where appropriate. 
  • Provides, supervision, guidance to researchers and co-op students and others in the organization on location analytics.  
  • Research innovative practices, technology, and GIS information management trends, and makes recommendation for adoption.
     

Statement of Required Qualifications

Education 

  • Completion of a four (4) year university degree in geography, geomatics, computer science, or a related program with emphasis in geographic information systems.
  • Experience and formal training combined may substitute for stipulated education requirements.

 

Experience
Minimum of three years (3) of experience working with geospatial data collection, interpretation, and analysis, including demonstrated experience as a technical leader and subject matter expert including:

  • Confident and experienced in gathering requirements and presenting solutions to management and business stakeholders
  • Experience working with ESRI enterprise technology (including Desktop, Online, Server, web apps, mobile apps, and creating sites with ArcGIS Open Data Hub)
  • Experience prototyping and requirements analysis and implementing enterprise-level systems.
  • Experience with ETL tools such as FME (Feature Manipulation Engine)
  • Integrating data from a variety of sources (SQL Server, Flat files, XML, GIS, APIs, Web Services)
  • Experience in creating, maintaining data models, and associated meta data.
  • Open data design and delivery experience.

 

Language

  • English – fluency in oral, reading, and writing.

Job Knowledge

General knowledge of the Organization’s Mission, Vision and Values.

Working knowledge of:

  • Spatial data creation methods and techniques and spatial product delivery design and production.
  • Computer programming languages Python, JavaScript Object Notation (JSON), JavaScript.
  • GIS principles and use of ESRI’s software, including ArcGIS Desktop, Enterprise and ArcGIS Online.
  • Cartography standards, drafting principals, and computer design and graphics software. 
  • Project management principles, tools, and techniques to lead projects and teams.
  • Microsoft Office Software (Word, PowerPoint, Excel, Visio, SharePoint, and Outlook).
  • Prototyping and requirements analysis. 

 

Excellent understanding of spatial information systems, workflows, applications, and processes.
Recognition of the importance of client centered service, particularly as it applies to providing GIS and mapping services.
Recognition of the importance of a pro-active approach in the design and management of reliable and robust production systems.

Effort and Working Conditions

  • Works independently and as a team, under the general direction of the Manager, Business Performance. 
  • Subject to periods of prolonged sitting, visual and mental concentration.
  • Utilizes advanced analytical skills to research, plan and resolve technological problems associated with capturing data, using integrated computerized databases and police systems.
  • Organizes own assignments to ensure tasks are completed in a timely manner, while performing daily activities.
     

Desired Qualifications

  • Geographic Information Systems Professional (GISP) or similar designation.
  • Certification in project management (PMP). 
  • Experience working in GIS or business intelligence in public safety / law enforcement.
