Overview:
We are seeking a Group Leader for the Data and Communication Services (D&C) Group within the Fabrication, Instrumentation, and Inspection Division (FIID) of the Facilities and Operations Directorate (F&O) at Oak Ridge National Laboratory (ORNL). The D&C Group has technical oversight responsibility for Telecom Infrastructure, design of Outside Plant fiber (OSP), Inside Plant fiber (ISP), Local Area Networks (LAN), Wireless Networks, Audio Visual (AV), Security, and Radio systems for quality and compliance requirements. Requirements could include but are not limited to DOE Price-Anderson Amendments Act (PAAA), ASME Nuclear Quality Assurance-1 (NQA-1), National Electric Code (NEC), Building Industry Consulting Service International (BICSI), Optical Fiber Cabling Components Standard (ANSI/TIA-568-C.3), and ANSI/TIA-758 (Outside Plant), FCC Licensing, Rules, and Regulations. Oak Ridge National Laboratory's (ORNL's) ability to apply and maintain compliance with these or similar requirements depends on the ability of Data and Communication Services group to provide technical oversight.
Supported by a team consisting of bargaining unit employees, frontline supervisors, Technical Operations Managers, engineers, administrative professionals and technicians, the Group Leader is responsible and accountable for ensuring that D&C’s core capabilities are maintained, and services are provided that align with ORNL’s diverse research and operations needs. The D&C Group Leader
provides strategic direction, support, and guidance to the employees of the group daily.
Major Duties/Responsibilities:

Build and maintain a work environment which promotes collaboration, trust, performance, feedback, recognition, mutual respect, and employee engagement.

Establish and ensure an open and supportive working environment where staff report issues and concerns.

Ensure appropriate staffing level and that staff are properly trained and mentored to meet present and future needs by building new competencies and supporting long-term staff development.

Work closely with research and support organization representatives to develop customer relationships, align operations to missions and assure customer satisfaction.

Provide tools, leadership, and oversight to ensure a strong project management culture throughout the group.

Coordinate and prioritize resources and work activities with customers, peers, and facility owners.

Participate in the development of the annual Business Plan and monitor performance against established goals.

Effectively manage group budgets.

Continually evaluate D&C capabilities against mission needs to identify needs for expanded technical capabilities, realignment of resources, and delivered services.

Basic Qualifications:
-
A B.S. degree in information and technology, communications, engineering, or a related field.

A minimum of ten years of experience in a technical role.

Three years of experience must have been in a management or people leadership role.
Preferred Qualifications:
-
Experience or technical background that would enable them to understand the breadth of data and communication infrastructure needs in a multi-disciplinary science laboratory such as ORNL.

Professional level of experience applying technical principles, theories, professional competencies, and application techniques of the above-mentioned disciplines.

Familiarity with labor relations principles and working within a collective bargaining union contract environment is highly desirable.

Excellent written and oral communication skills.
-
Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
-
Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
