The European Medicines Agency is a decentralized body of the European Union with all its offices and Headquarters based in Amsterdam, the Netherlands. Its core responsibility is the protection and promotion of public health through the evaluation and supervision of medicines.
We are looking for National experts on secondment. This means staff from other European public-sector bodies can work at the European Medicines Agency (EMA) for short periods of time through the national expert on secondment (SNE) programme. The aim of this programme is to enhance and develop the relationship between European public administrations.
SNEs serve a dual role: they bring their expertise to EMA and take back to their home administration the knowledge acquired during their period of secondment. SNEs remain in the service of their employer. Secondment is not equivalent to employment, nor does it lead to employment by EMA. Periods of secondment may last between six months and two years. This is renewable once or more, up to a total of four years.

About this position
EMA is looking to recruit a Business & Data Intelligence SNE to join the Agency’s Data Task Force for 2 years in Amsterdam.
The Business & Data Intelligence SNE in data governance will contribute to the transformation of the Agency into a modern, data-driven organisation by providing expertise in the implementation and development of the EMA’s data strategy and internal Data Governance Framework.
The SNE will also engage in the implementation of the European Medicines Regulatory Network (EMRN) data strategy and data governance and will support preparations for the implementation of relevant legislation, such as the European Health Data Space (EHDS) or the AI ACT.
In this role you will
- Contribute to the EMA Data Governance evolution to increase the authority and control over the management of data content, capabilities, and handling of data within the organisation;
- Facilitate the performance of data governance in line with work plans, principles and working methodology by supporting staff, data experts, the EMA Data Board and EMRN data governance;
- Facilitate raising awareness across EMA on the data strategy, data governance and related activities by contributing to communication and training and activities;
- Contribute to the work planning for data governance and drive topics as agreed, covering preparation and execution, including organisation of meetings or workshops and consultations with internal or external stakeholders;
- Contribute to the development of a data management monitoring system within EMA by Creating implementing and driving data analyses, dashboards, and other solutions for data available at the Agency and related processes concerning these data.
Apply if you meet these eligibility criteria
- Enjoy full rights as a citizen of a European Union Member State or Iceland, Lichtenstein and Norway;
- Have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union;
- Are currently employed in the public sector (such as a public intergovernmental organisation (IGO) national / regional / local public administration) in a European Union (EU) Member State and are due to remain in such employment for the foreseen duration of the SNE position.
Essential requirements
Education
- A level of education which corresponds to completed university studies of at least three years attested by a diploma.
Field of study
- Data Science, Informatics, Computer Science, Engineering, Statistics, Mathematics, Physics, Chemistry, Biochemistry, Economics, Biology, Medicines, Pharmacy, Public administration or other fields of science that provide or support the development of skills relevant for data governance or other data management areas.
Experience
- 3 years from the time when a university degree was awarded on completion of a minimum of three years of study;
Proven experience in at least one of the following:
- Implementing legislation relevant to data in the health or pharmaceutical field;
- Planning and delivering governance solutions concerning decision-making on data;
- Acting as or working closely with, or to develop, key roles relevant to data governance, including e.g. chief/lead data officer, data owner, data steward, data governance or other data management specialists (e.g. data protection officer, data architect, master data specialist, metadata specialist, data analyst, data standardisation expert);
- Establishing, enhancing, analysing or monitoring the maturity of data management for specific data sets or across data sets at organisational level, including e.g. data roles and responsibilities, processes, metadata management, data quality monitoring;
- Experience in data solutions and standardisation of the data managed within the EMRN;
- Developing, organising and delivering communications and trainings concerning data management on national or EU level within EMRN;
- Delivering, implementing and using data analytics solutions;
- Experience in working in a team and in a multicultural and multi-disciplinary environment.
Nice to have
Education
- Completed PhD or master’s degree in one of the university degrees required for eligibility.
Experience
- In working in a regulatory environment related to the evaluation of medicines or interacting with regulatory agencies;
- In working at an international level in data governance or topics relevant to EMRN, including e.g. data standardisation;
- In contributing to the EU legislative procedures relevant to the data held by EMRN, e.g. EHDS, the new pharmaceutical legislation, AI ACT, etc.
