Your Specific Responsibilities:

This position independently performs advanced level work under limited supervision of the Senior Management Analyst Supervisor-SES in the Workforce Statistics and Economic Research, Workforce Program Analysis team.  Incumbent conducts complex economic research studies and analysis, compiles economic data for various assignments, and distributes and/or presents information to the public. In addition, this position is responsible for researching the appropriate data sources and methodologies to be used in major quantitative and qualitative research projects that are relevant to the agency’s goals and objectives. Data sources and methodologies recommended should be based on industry standards and best practices.

 

Designs, manages, and conducts major quantitative and qualitative research projects from inception to publication, that are relevant to the agency’s goals and objectives. Takes initiative to propose relevant project ideas and complete them if approved. Projects may include applying econometric techniques to predict economic trends, agency program evaluation or historical analyses of demographic employment patterns, as well as internal process improvements.

 

Analyzes and validates data to ensure that performance outcome reports are delivered to entities within the Department of Commerce, United States Department of Labor (USDOL), CareerSource Florida, Inc. (CSF), Local Workforce Development Boards (LWDBs) and other stakeholders in a timely and accurate manner. Develops survey and data collection instruments in order to collect information for analysis of state workforce program data.

 

 Identifies and analyzes complex management systems and performance reporting problems and issues related to or highlighted by performance reporting for state workforce and workforce related programs including Wagner-Peyser (WP), Workforce Innovation and Opportunity Act (WIOA), Welfare Transition (WT), Food Stamp and Employment Training (FSET), Migrant Seasonal Farm Worker (MSFW) and Trade Adjustment Act (TAA) state and local.

 

Coordinates with Employ Florida and One-Stop Service Tracking on efforts for integration/interfacing with systems as they relate to reporting requirements.

 

Keeps up to date on proposed changes in laws and regulations affecting federal and state reporting requirements to determine what impact these have on departmental management policies.  Provides consultation in the development of methodology for the collection and reporting of data as these relate to changes in federal and state reporting requirements. Actively follows current events and policy debates pertinent to national, state, and local labor markets.

 

Stays up to date on existing and new resources relevant to their responsibilities, including but not limited to data sources, methodologies, research findings, and software tools.

 

Provides input and expert insight for highly visible policy issues. This includes defining and/or framing issues, identifying appropriate methodologies, and requesting, facilitating, or conducting research, and analysis.

 

Takes a leadership role on team projects, including providing expert guidance to others as needed, and coordinating team members’ activities when appropriate.

 

Performs other related tasks as assigned.

 

Required Knowledge, Skills, and Abilities:

 

  • Advanced knowledge of economic theory, principles, terminology and techniques.
  • Advanced knowledge of statistics.
  • Advanced knowledge of data collection principles and methods.
  • Advanced knowledge of the principles of research design and analysis.
  • Ability to collect, evaluate and analyze data using statistics and analytical software packages, such as R, Tableau, Python or SQL.
  • Ability to manage large economic and workforce related research projects.
  • Ability to coordinate and direct team members activities on projects.
  • Ability to write reports and analyses for publication, independently and at a high level of quality.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to economics.
  • Ability to develop projections of the impact of economic programs, projects and changes in economic indicators.
  • Ability to collect, analyze and interpret economic data.
  • Ability to work independently and take initiative when appropriate.
  • Ability to solve problems and make decisions.

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum:

  • Bachelor’s Degree or higher in Economics, Statistics, Mathematics, or related Social Science.
  • May be required to travel and must provide own transportation.

 

Preferred:

  • Knowledge of workforce case management systems
  • Experience with statistical regression models

Pay:   $55,000.00 - $60,000.00 annually
