GENERAL DESCRIPTION

The Data Analytics section works complex legal cases for the agency, these cases include Antitrust, Consumer Protection, Medicaid Fraud, Transportation, Public Finance, and supporting Special Litigations Divisions work on Redistricting. 

The Office of the Attorney General’s Executive Project Management Division is seeking a Data Scientist whose work will involve data analysis and data research work for the Data Analytics section of the division. This position will primarily provide statistical analysis in support of these complex legal cases. This work will require the planning and conducting of statistics analysis and or studies, statistical modeling on data sets to identify patterns and trends. Position will coordinate project design, planning, statistical analysis, visualizations, and/or reporting; and writes advanced scripts and code for computer-based statistics applications. Will provide consultation and assistance to other OAG staff members and divisions in developing methods and strategies for more effective reporting of related data and statistical analyses. In addition, this position will also prepare a variety of reports, studies, visualizations, or other deliverables related to cases worked by the Data Analytic section. 

Employees at this level may: Guide the selection of data management tools and the development of standards, usage guidelines, and procedures for those tools. Define, develop, and implement data and reporting standards. Develop data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement. Develop software applications or programming to use for statistical modeling, data analysis, and graphic analysis.

ESSENTIAL POSITION FUNCTIONS

  • Experience working with spatial analysis tools, like ESRI ArcGIS. 
  • Knowledge of SAS, Python, R, Tableau, ESRI ArcGIS, SPSS, SQL, or other statistical analysis and or data visualization software.
  • Knowledge of ecological inference modeling. 
  • Skill in using Microsoft Excel or other spreadsheet software.
  • Writes advanced scripts for statistical applications and applies statistical sampling methods. Provides data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary.
  • Collaborates with other data analysts, program staff, and executives to analyze and interpret data patterns, analyze data trends and anomalies, understand correlations between data sets, and provide recommendations for key research findings.
  • Knowledge of data analysis techniques. Knowledge of scientific research methods, statistical techniques, mathematics, geographical concepts, and their application to data analytics.
  • Knowledge of Medicaid billing practices and methods. NPI code, Procedure Code, and Program Type Codes.
  • Knowledge of database design, querying and reporting tools.
  • Knowledge of data visualization tools.
  • Performs related work as assigned.
  • Maintains relevant knowledge necessary to perform essential job functions
  • Attends work regularly in compliance with agreed-upon work schedule
  • Ensures security and confidentiality of sensitive and/or protected information
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity
 

Qualifications

 

MINIMUM QUALIFICATIONS

  • Education: Bachelor's degree from an accredited college or university; with major coursework in mathematics, statistics, economics, econometrics, public policy, data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred. 
  • Experience: Six years in data analysis, research, compilation, and/or reporting work. 
  • Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data.  
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in effective oral and written communication
  • Ability to establish and maintain effective working relationships with all levels of staff.
  • Ability to plan, organize, and conduct data analytic projects.
  • Ability to develop and interpret statistical data charts, maps, and tables.
  • Ability to interpret and publish data analytic findings.
  • Ability to work in a team and to communicate effectively.
  • Skill in exercising sound judgment and effective decision making
  • Ability to receive and respond positively to constructive feedback
  • Ability to work cooperatively with others in a professional office environment
  • Ability to provide excellent customer service
  • Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
  • Ability to arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Ability to lift and relocate 30 lbs.
  • Ability to travel (including overnight travel) up to 5% 


PREFERRED QUALIFICATIONS

  • Education: Masters or PhD degree from an accredited college or university; with major coursework in mathematics, statistics, economics, econometrics, public policy, data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred.
  • Seven Years’ Experience using SAS, Python, R, Tableau, ESRI ArcGIS, SPSS, SQL, or other statistical analysis and or data visualization software.
  • Knowledge of the principles, practices, and techniques of computer programming and systems analysis, Knowledge of computer operations procedures and systems and different computer programming languages.
  • Previous work with spatial/GIS data and systems.
  • Pervious work with Snowflake or other similar cloud storage systems.
