Major Responsibilities.

- Leading on the indicator and logframe design elements of new projects during the acquisition stages
· Lead the development of the project indicator during the design phase meeting WVI Our Impact Our Story (OIOS) needs, WVV best practice and programming model indicators, donor required indicators, aligned to Vanuatu NSDP indicators, Vanuatu ministry indicators and in consultation with Technical Advisors on industry standards using WV formats (ex. LEAP, ITT, M&E Plan)
· Support design and review of portfolio strategy and/or theory of change to ensure clear alignment with indicators
· Work in close collaboration with the project teams to ensure that indicators and tools are fit for purpose and meet industry standards
· WVV projects have indicators that are aligned to OIOS, industry and donor standards

Leading the management and integration of World Vision’s new databases
· Maintain the databases and data integrity with periodic checks, system updates and backups if needed
· Enhance the scalability and performance of the monitoring systems so that new projects can be onboarded easily.
· Update process maps for monitoring of quality data as needed
· Stay up-to-date with developments and innovations in monitoring and data collection, integrating into WVV where appropriate and necessary
· Ensure the database and data collection systems can quickly pivot in a disaster, with ready made tools on standby that meet NDMO requirements at minimum
· WVV utilizes a well kept database that is cost efficient, scalable and user friendly, producing accurate readings of indicator progress

Leading the development of monitoring tools for project, integrating them into WVV’s software
· Develop user friendly data collection tools to measure indicators for projects that meet basic data quality standards (Validity, Integrity, Precision, Reliability, Timeliness)
· Working in close collaboration with the technical advisors and portfolio managers to ensure that tools are fit for purpose and meet industry standards
· Project indicators are accurately measured meeting internal and external requirements

Capacity building and supporting World Vision staff on the use of new applications and tools
· Motivate, guide and mentor WVV field teams to ensure high quality data collection.
· Regular engagement with direct managers to support strengthened performance of team members conducting data collection
· Enhance the user experience for teams by supporting trouble shooting in a timely manner with clear problem-solving instructions
· Promote strong WVV culture and ethos to good stewardship through accountability to donors through demonstrated impact
· WVV staff confidently utilize tools to collect accurate data

Coordinating with project managers on a monthly basis for data quality audit checks
· In partnership with project teams, lead quarterly check ins on the change management process of adapting new database tools
· Respond to database and tool adaptation needs as identified in check-ins to support successful implementation
· Actively and regularly participate in program quality and program operations meetings, proactively raising risk (and mitigation plans/actions where applicable)
· Ensure all program documentation outlined in the Grant Folder Guidelines are present and available when requested.
· WVV projects have up to date and accurate data against project and organizational indicators

Providing documentation through reports and impact pieces highlighting WVV’s progress against indicators and targets achievements
· Actively participate in external and internal reporting, ensuring that projects meet monitoring requirements with high quality information and that meets basic data quality standards (Validity, Integrity, Precision, Reliability, Timeliness) through initial input and final check stages
· Ensure WVV contributes data to World Vision International (WVI) OIOS indicators through WV systems (such as AIM and IMPAQ), using appropriate data disaggregation, total direct and indirect reach data.
· Provide accurate, quality, timely data for presentations and speeches for team members and senior leadership
- Deliver audience-appropriate snapshots and data briefs internally and externally (including to WVV project communities) to highlight learnings and demonstrate impact.
- Proactively participate in and contribute to project/portfolio annual/half-yearly reflections and planning workshops.

Required Professional Experience
· At least 5 years of experience in monitoring and evaluation.
· Demonstrated experience in database design or management
· Demonstrated experience in developing tools for monitoring of grant funded projects.
· Must have adequate knowledge and experience with both qualitative and quantitative data collection methods and analysis.
· Previous experience with major donor’s proposal M&E requirements (USAID, DFAT, MFAT, EU, UN agencies preferred).
· Must have extensive capacity building experience with national staff in project monitoring, reporting, and evaluation.
· Computer knowledge including LMMS, mWater, PowerBi (additional experience with data analysis software is preferred).
· Strong planning, organisational and project management skills and ability to prioritise and handle multiple tasks.
· Ability to maintain calm and work under pressure to strict deadlines.
· Computer literate in Microsoft Office email and Internet.
· High level of attention to detail.
· Ability to analyse and solve problems, persuade, network and negotiate.
· Demonstrated ability to work with autonomy, whilst working within a team to deliver high quality team products.
· Demonstrated high quality analysis and reporting skills.
· Demonstrated collaboration and facilitation skills.
Required Education, training, license, registration, and certification
· A Bachelor’s degree in a relevant field (Computer Science or Monitoring and Evaluation or Social Science).
