Job Title – Data and Informational Management Officer (Data Officer) 

Duty station - Chisinau, Moldova

Salary range – 23.520,00 - 24.960,00 MDL gross

Based on the assessment of the candidate's knowledge, skills, abilities and previous experience.

Education & Work Experience

Qualification:

- completion of Bachelor’s degree, Master’s degree in Information Systems, Data Management, Statistics or relevant fields; certifications in database management or relevant fields are a plus

- minim. 2 years of experience in data management;

- minim. 2-3 years of experience in the NGO sector or other international organizations (in a similar role);

-  strong experience with data management systems and tools such as activity Info, KoBo Toolbox, Excel, Power BI, or similar platforms;

- proven experience overseeing data collection teams, such as enumerators, in both field and remote (phone-based) settings

- excellent communications and negotiating skills

- proficient in data visualization tools (e.g., Power BI) and creating dashboards to support data-driven decision-making

- languages – English/Romanian/Russian - Fluent in all aspects

Background

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest reliefs and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the centre of our work. Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

 

Position overview: 

The Data Officer supports the implementation of PIN’s programming in Moldova by managing and overseeing project related data, ensuring its accuracy, integrity, and timely submission, particularly through the ActivityInfo platform. The Data Officer plays a crucial role in managing partner data reporting and ensuring that all partners are aligned with PIN’s data standards. Additionally, the role involves overseeing and coordinating the work of enumerators who collect data both in the field and over the phone. The Data Officer ensures that the data collection process is well-structured, compliant with best practices, and meets project requirements.

Main Duties & Responsibilities:

Data management:

-   Oversee and coordinate the data reporting from partners via ActivityInfo, ensuring that all partner submissions are timely, accurate, and complete.

-   Act as the primary focal point for partner organizations, providing technical guidance and training on the use of ActivityInfo and PIN’s data management systems.

-   Regularly assess partner data submissions to ensure compliance with reporting standards, troubleshoot any issues, and provide feedback or corrective action plans when needed.

-   Maintain the integrity of all data systems by performing regular data cleaning, validation, and updates to ensure consistency, reliability, and completeness of project-related data.

-   Collaborate with the Data and Digital Transformation Coordinator to optimize the structure of databases and enhance data collection tools for more efficient data collection, reporting and analysis.

 

Coordination and Collaboration:

-   Oversee and coordinate the work of enumerators responsible for collecting data both in the field and over the phone, ensuring adherence to data collection protocols and timelines.

-   Provide training, guidance, and troubleshooting support to enumerators on data collection tools such as KoBo Toolbox, ActivityInfo, and other, if relevant.

-   Monitor the quality of data collected by enumerators, regularly reviewing data submissions to ensure accuracy, consistency, and completeness.

-   Coordinate data collection exercises and assign data collection tasks to enumerators based on project needs, ensuring efficient coverage of geographic areas and target populations, in line with chosen sampling approach.

-   Work closely with the Data and Digital Transformation Coordinator and other MEAL team members to ensure that all data management activities align with project timelines and objectives.

-   Liaise with the PIN and partners implementation teams and enumerators to ensure that data collection protocols are followed and any challenges are addressed promptly.

-  Participate in coordination meetings to share data-related updates, challenges, and solutions.

 

Data Analysis, Reporting and Visualisation:

-   Prepare accurate and comprehensive datasets to support analysis, ensuring that data is clean, validated, and formatted for reporting purposes.

-   Support the creation of data visualizations and dashboards (e.g., through Power BI) for internal decision-making and external reporting to donors, stakeholders, including ministries, and other governmental authorities and institutions.

-  Contribute to Indicator Tracking Tool (ITT) updates, ensuring that all project indicators are tracked accurately across all partners and relevant projects.

-  Assist in generating internal and external reports, including periodic updates to donors, based on data from PIN’s programs and partner activities.

 

Capacity Building & Partner Support:

-   Provide ongoing technical support to partner organizations, enumerators, and field teams, troubleshooting database issues and guiding them through data entry challenges.

-   Develop and deliver training materials, workshops, and user guides on data management practices for both internal staff and external partners.

-  Fulfils any other tasks as required and assigned by the Data and Digital Transformation Coordinator and Head of MEAL.
