Introduction  

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

The Role  

The Security Information and Risk Analysis Service (SIRAS) is a small team at the centre of Parliamentary Security which receives, stores, analyses and disseminates information about threats to MPs and wider Parliament, and uses this information to drive structured and bespoke risk analysis on the risks to Parliament and its people.

This is a unique role which offers a breadth of experience across security risk analysis and data handling/analytics, and has a real impact on the security of Parliament.

Some of the responsibilities for this role include: 

  • Commissions and coordinates inputs (information from collection team, vulnerability and mitigation information from MSSS/personal security advisors, previous risk assessment outputs, etc) into the JoPRA process and ensures they are available in a timely manner.
  • Tracks and reports on progress of agreed risk mitigation and threat reduction activities.
  • Scheduling and prioritisation of risk assessments. On a day-to-day basis, manages risk assessment timetable to ensure all MPs are risk assessed within minimum agreed timescales, and tracks who has been subject to in-depth assessment due to a heightened risk profile or a trigger incident.
  • Works collaboratively with two further risk assessment analysts to ensure multiple risk assessment processes can run concurrently.
  • Shares data analysis knowledge and experience with other staff in PSD, transferring knowledge and skills to support greater data literacy and exploitation across the department.

Skills and Experience  

To be successful in this role you will demonstrate: 

  • Experience of conducting risk assessments. The post holder will be responsible for administering the new Joint Parliamentary Risk Assessment process. As such, experience of conducting or designing risk assessments (particularly in a security environment) would be highly beneficial.
  • Ability to work successfully within a team, whilst upholding the values of equality, diversity and inclusion, and that they contribute to efforts to create a positive and inclusive working environment where people are valued for the skills and experience they bring to their work.
  • Excellent command of Microsoft O365 data presentation and exploitation tools, particularly PowerBI, Power Apps and Excel. Experience of identifying, structuring and combining data in order to manipulate and present management information data to enable others to gain insight.
  • Excellent verbal and written communication skills. The post-holder will need to engage with a wide range of risk assessment stakeholders (including the running of some assessment meetings) and will also be responsible for the recording and tracking of mitigation actions. The ability to communicate clearly, concisely and accurately is therefore essential in this role. 
  • Strong focus on compliance and clear sense of discretion. Handling information relating to Members and security threats requires a strong adherence to data and other compliance legislation, as well as a clear sense of discretion when it comes to handling potentially sensitive material. The post holder will need to demonstrate that they can manage information in line with both legal and reputational considerations.
  • Partnership working. PSD works in close partnership with the Metropolitan Police, and the new risk assessment process will be a multi-agency endeavour, comprising input from PSD, Police forces and government departments. Experience of successful partnership working, effective relationship management, and visible compromise and collaboration will be important in this role.
